RESOLUTION 21-3284 <br />A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />APPROVING AND AUTHORIZING THE EXECUTION OF AN <br />INTERLOCAL AGREEMENT RELATING TO THE FORMER DEER RUN <br />GOLF COURSE PROPERTY STABILIZATION NEEDS BETWEEN THE <br />CITY OF CASSELBERRY AND SEMINOLE COUNTY; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE. <br />WHEREAS, pursuant to Chapter 163, Florida Statutes, local governments are <br />encouraged to cooperate on the basis of mutual advantage to provide services that will address <br />the needs of local communities; and <br />WHEREAS, Seminole County is pursuing the acquisition of the former Deer Run Golf <br />Course and the Wekiva Golf Club with the intent to transform the Deer Run course into a <br />recreational amenity for county residents; and <br />WHEREAS, acquisition and conversion of golf course properties can be beneficial to the <br />citizens by providing public open park space and storm water and groundwater benefits and/or <br />remediation; and <br />WHEREAS, after acquisition of these properties, Seminole County wishes to create a <br />Municipal Services Benefit Unit (MSBU) to fund property stabilization and recreational <br />development; and <br />WHEREAS, the establishment of a MSBU, or an assessment district, provides funding <br />for a public service with localized special benefit. Properties benefiting from these improvements <br />contribute an equitable cost share based on an equitable benefit unit; and <br />WHEREAS, as part of the process to create a MSBU, Seminole County identified the <br />boundaries of the assessment district and petitioned 2,272 properties for support for the MSBU. <br />1,597 petitions were returned with 1497 supporting the MSBU; and <br />WHEREAS, the proposed MSBU includes the Casselberry communities of Field Club <br />townhomes and Hunter's Chase townhomes; and <br />WHEREAS, the City desires to enter into and Interlocal Agreement with Seminole <br />County to facilitate the establishment and management of the MSBU for the former Deer Run <br />Golf Course property. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />
