Bill Hufford, 527 Queens Mirror Circle, stated lie understood the salary ranges would increase <br />by 10% which would ultimately affect the budget but not at this time; however, lie was not <br />clear if it was being proposed that salaries were also increasing 10%, which would affect the <br />budget now. <br />City Manager Newlon clarified that a 10% salary increase for all current employees was also being <br />proposed, and the associated budget amendment was being presented to fund those increases. <br />No one else came forward to address this item. <br />MOTION: Commissioner Busch moved to approve the amended Pay Grade Schedule and <br />related Budget Amendment #24-021, as presented. Motion was seconded by <br />Vice Mayor Aramendia. Motion carried unanimously by voice vote 3-0. <br />B. Overview of the City Commission Appointment Process for the January 16 2024 <br />City Commission Special Meeting <br />Staff Presentation: City Clerk Donna Gardner provided an overview of the City Commission appointment <br />process which will be followed for the January 16, 2024 City Commission Special Meeting to fill the <br />vacancy created by the resignation of Commissioner Andrew Meadows effective December 30, 2023. <br />Sections 4.08 and 4.09 of the City Charter provide that the City Commission must appoint a qualified voter <br />of the City to fill the vacancy within thirty (30) days, and City Charter Section 4.03 sets forth the eligibility <br />requirements to serve on the City Commission ,which are that a member of the City Commission shall have <br />been a resident of the City continuously for the one year immediately preceding qualification and must be <br />a registered elector in the City. The term of the appointment is until the next regular election in August <br />2024. On December 11, 2023, the City Commission directed the City Clerk to follow the process she <br />described to begin the selection process, which was the same process followed for the appointment made <br />in 2013, and as set forth in a proposed ordinance which has not yet come before the City Commission. A <br />notice was advertised in the Orlando Sentinel both in English and Spanish on January 4 and 7, 2024 advising <br />prospective applicants to submit the qualifying application in person to the City Clerk between Noon, <br />January 8, 2024 through Noon, January 12, 2024. The notice was also posted on the City's website <br />beginning on January 2, 2024 and subsequent email blasts were sent out from the website on January 2, <br />2024 and January 5, 2024.
