EXHIBIT "A" <br />CODE, OF BOARDMANSHIP POLICY <br />A. CODE OF BOARDMANSHIP <br />1. I pledge to conduct all public discourse in a civil manner. I will treat my fellow <br />Board members with courtesy and respect and ask the public to do the same toward the Board, <br />each other and toward staff. I will be respectful of my fellow Board members even when we <br />disagree. I will direct all comments toward the issues. I will refrain from personal attacks. <br />2. I will represent the interest of the entire City when making decisions and will rely <br />on available facts and my independent judgment. I will refrain from all conflicts of interests which <br />are illegal under the Florida Ethics Codes, and refrain from using my position as an elected or <br />appointed member for personal, professional or partisan gain. <br />3. I understand that a Board member does not manage the administration of the City. <br />I will not intrude into the daily operations or spheres of responsibility designated to the City <br />Manager by Florida Statutes, City Charter, City Code, including Section 2-38, or City Resolutions. <br />4. I affirm that the proper statutory role of a Board member is to act collectively, not <br />individually, to set, administer, or revise the governing policies as called for in the City Charter, <br />City Code of Ordinances or any City Resolution. I will, to the best of my ability, communicate <br />that my personal positions do not represent the shared voice of the Board unless I am speaking <br />about a matter already decided by the Board. <br />5. I will demonstrate dignity, respect, and courtesy towards those with whom I am in <br />contact in my capacity on the Board. I will serve as a model of positive leadership and civility. I <br />will refrain from intimidation and ridicule of fellow Board members, staff or of the public. I will <br />be welcoming to speakers. I will treat all Staff as professionals. I will practice civility, <br />professionalism, and decorum in discussions and debate. <br />6. I will refrain from inappropriate language including statements that are malicious, <br />threatening, disparaging, mean-spirited, vulgar or abusive. All disagreements, concerns or <br />criticisms should be framed in language that is in keeping with the dignity and professionalism of <br />an elected or appointed official. <br />7. I will devote sufficient time to preparation prior to meetings; address necessary <br />clarifications with Staff prior to meetings; and be in attendance, insofar as possible, at those <br />meetings, especially budget workshops, special meetings focused on the budget, and regular <br />meetings at which the budget public hearings are conducted; and other scheduled events which are <br />important to my office in accordance with Charter Section 4.03. I will work to inspire public <br />confidence in the government. <br />8. I will maintain the confidentiality of privileged information and will abide by the <br />Resolution No. 23-3389 <br />Page 4 <br />
