<br /> <br />of 2.01% in FY21 to fund park development plans for the six parks. In FY22, the remaining $18,000,000 <br />was borrowed at 2.13% for construction. Debt will be repaid via a dedicated millage. The millage rate for <br />FY24 is estimated to be 0.7181 mills. Wharton Smith has been selected as Construction Manager at Risk <br />(CMAR) and is advising the pre‐construction design for all. <br />The Sunnytown Park project has been withdrawn by the City Commission due to serious design problems <br />and diminishing bond proceeds. <br />Secret Lake Park – Construction was awarded in November, 2021 and was completed in FY23. A ribbon <br />cutting ceremony will be held on July 15, 2023, to celebrate the achievement. Comprehensive <br />improvements included a new, lit multi‐purpose field, playground, pavilions, basketball and tennis courts <br />and kayak launch. The total cost of this project was about $4 million. <br /> <br /> <br />Lake Concord Park Art House Expansion – This project was awarded for construction in April 2022. Supply <br />chain shortages have hampered progress. The total cost of this project will be about $4 million. The <br />project adds about 2 acres of area to the existing park along Quail Pond Circle. It is primarily focused on <br />the addition of over 3,000 sf of new gallery space and associated parking. It will support the City’s arts <br />and culture programming as the City promotes the work of local artists. The project will be completed in <br />FY23. <br />23
