<br /> <br /> Introduction <br /> <br />The City of Casselberry’s Strategic Plan is a dynamic plan that changes and adapts to reflect the needs <br />and desires of the community. The goals and objectives represent the outcome of discussions by the City <br />Commission for the City’s Strategic Plan. The Commissioners will continue to review these goals and <br />objectives as they strive to promote Casselberry as a highly desired place to live, raise a family, and do <br />business. From the results of the discussions, the City Commission developed desired outcomes, which <br />were combined with the City’s Comprehensive Plan to form nine Focus Areas: Arts, Cultural and <br />Recreational Enrichment; Financial Stewardship; High Performing Organization; Interconnected <br />Multimodal Transportation System; Natural Resources and Wildlife Conservation; Planning for the Future; <br />Public Health and Safety; Safe and Affordable Housing; and Public Infrastructure. <br /> <br />The City of Casselberry’s Five Year Goals are guided by its Mission and Vision Statement, which are <br />founded on the basic values that guide all of its actions and reflect what is expected from City employees <br />and elected officials. The goals are comprehensive and formulated to support the long-term vision of <br />Casselberry. They are expressed through a series of specific objectives. <br /> <br />The strategic plan helps identify where Commissioners want the City to be at some point in the future and <br />defines how it is going to get there. By setting objectives to achieve those goals, a roadmap is created to <br />provide the employees with a unified approach to achieve the Mission and Vision. Strategic planning also <br />assists the City Commissioners in allocating resources to pursue the goals and objectives. These <br />resources include operating funds, capital assets and human resources. While each of the various <br />components of a strategic plan is essential to its success, proper resource allocation is an important <br />element to effectively achieve the vision of the City Commission. <br /> <br />Much progress has been made in the last several years in achieving the five-year goals. Millage rates <br />have decreased while continuing to provide the same efficient, effective services to the citizens and <br />businesses of Casselberry. The City continues to be a safe, family friendly community through effective <br />public safety services. The Parks Master Plan is now underway with the construction or improvement of <br />six City Parks. The City continues to define itself as an arts community. Many cultural events are held free <br />of charge to the community both in the City parks and at the City Art House. The City is investing in the <br />City itself, with construction completed on the new Public Works building, the construction of the new fleet <br />building now underway, completion of the new Concord Park Parking lot, and the commencement of the <br />new Public Safety complex. The City sustains a consistent workforce through providing competitive wages <br />to highly qualified employees. A consistent work force is also achieved through a supportive work <br />environment, which in turn creates high employee morale. Progress continues toward the five-year <br />strategic plan, and staff makes steps toward the strategic goals by working closely together to implement <br />the short-term goals and objectives of the City Commission. <br />City Goals and Objectives for <br />Performance Management <br />4
