court of competent jurisdiction to secure relief within twenty (20) days from the date of <br />the City Commission's adoption of this Resolution. <br />SECTION 9. CONFLICTS. All resolutions or parts of resolutions in <br />conflict herewith are hereby repealed to the extent of such conflict. <br />SECTION 10. SEVERABILITY. If any provision of this Resolution or the <br />application thereof to any person or circumstance is held invalid, such invalidity shall not <br />affect other provisions or applications of this Resolution that can be given effect without <br />the invalid provision or application, and to this end the provisions of this Resolution are <br />declared to be severable. <br />SECTION 11.
