(B) The Assessment Ordinance authorizes the imposition of Service <br />Assessments to fund the provision of municipal services within the City. <br />(C) In accordance therewith, the City has imposed annual Street Lighting <br />Assessments to fund the provision of Street Lighting Services since 2009. <br />(D) The reimposition of a Street Lighting Assessment to fund street lighting <br />services, facilities and programs each fiscal year is an equitable and efficient method of <br />allocating and apportioning Street Lighting Assessed Costs among Tax Parcels within <br />the Street Lighting Service Area. <br />(E) On July 24, 2023, the City Commission adopted the Preliminary Rate <br />Resolution to initiate the process for reimposing Street Lighting Assessments for Fiscal <br />Year 2023-24. The Preliminary Rate Resolution described the Street Lighting Services, <br />provided for the funding thereof through Street Lighting Assessments and the method of <br />assessing the cost of such services against the real property located within the City that <br />will be specifically benefited thereby, established a public hearing to consider imposition <br />of the Assessments, directed preparation of the preliminary Street Lighting Assessment <br />Roll and the provision of the notices required by the Assessment Ordinance. <br />(F) Pursuant to the Assessment Ordinance, the City Commission is required <br />to adopt an Annual Rate Resolution to confirm the Preliminary Rate Resolution and <br />thereby approve the Street Lighting Assessment Roll for Fiscal Year 2023-24, with such <br />amendments as the City Commission deems appropriate after hearing comments and <br />receiving objections from all interested parties. <br />2 <br />
