Exhibit B <br />EXECUTIVE ORDER NO. 2023- 030 SEMINOLE COUNTY, FLORIDA <br />EXECUTIVE ORDER DECLARING A LOCAL STATE OF EMERGENCY <br />RELATED TO HURRICANE IDALIA <br />WHEREAS, imminent danger to residents and property located in Seminole County is posed by die <br />following conditions: severe weather; very high winds; heavy rain; extensive debris; possible tornadoes and possible <br />flooding caused by Hurricane Idalia; and <br />WHEREAS, these conditions have the potential for causing damage to public streets and roads, public <br />drainage systems and commercial and residential buildings and areas; and <br />WHEREAS, on August 26, 2023, Governor DeSantis issued Executive Order Number 23-171, declaring a <br />state of emergency for several counties in Florida due to the dangers presented by Hurricane Idalia; and <br />WHEREAS, on August 28, 2023, Governor DeSantis amended Executive Order Number 23-171 to include <br />Seminole County in the State of Emergency Declarations; and <br />WHEREAS, Section 252.38(3)(a)(5), Florida Statutes, provides authority for counties to declare a Local <br />State of Emergency; and <br />WHEREAS, Section 72.4, Seminole County Code, grants the authority to declare a local state of emergency <br />to the Chairman of the Board of County Commissioners; or the Vice -Chairman of the Board of County Commissioners <br />in the event of incapacitation or unavailability of the Chairman; or in the event of the unavailability or incapacitation <br />of both the Chairman and the Vice -Chairman, then the Commissioner who has served for the longest continual period. <br />NOW, THEREFORE, BY THE AUTHORITY VESTED IN ME, IT IS HEREBY ORDERED THAT: <br />Section 1. Declaration of Local State of Emergency. Due to the imminent threat of severe weather; <br />very high winds; heavy rain; extensive debris; possible tornadoes and possible flooding caused by Hurricane Idalia, <br />all of which poses a serious threat to the lives or property of the residents of Seminole County, a Local State of <br />Emergency is declared etTective immediately. The Local State of Emergency will remain in effect within the legal <br />boundaries of Seminole County, Florida for seven (7) days from the date hereof and may be extended by Executive <br />Order as necessary in seven (7) day increments. <br />Section 2. Waiver of Procedures and Formalities Otherwise Required. Due to the Local State of <br />Emergency, effective immediately, the procedures and formalities required of the County by law or ordinance are <br />hereby waived as they pertain to: <br />(a) Performance of public work and taking whatever prudent action is necessary to ensure the health, <br />safety and welfare of the community; <br />(b) Entering into contracts; <br />(c) Incurring obligations; <br />(d) Employment of permanent and temporary workers; <br />(e) Utilization of volunteer workers; <br />(f) Rental of equipment; <br />(g) Acquisition and distribution, with or without compensation, of supplies, materials and facilities; and <br />(11) Appropriation and expenditure of public funds. <br />Section 3. Alterations or Rescission.
