RESOLUTION 23-3371 <br />A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />RECOGNIZING THE DECLARATION OF A WEATHER EMERGENCY <br />FOR HURRICANE IDALIA ISSUED BY THE GOVERNOR OF THE <br />STATE OF FLORIDA, EFFECTIVE THROUGHOUT THE STATE OF <br />FLORIDA INCLUDING SEMINOLE COUNTY AND THE <br />MUNICIPALITIES SITUATED THEREIN, AND THE DECLARATION OF <br />A STATE OF EMERGENCY BY SEMINOLE COUNTY; CONFIRMING <br />THE LOCAL STATE OF EMERGENCY FOR THE CITY OF <br />CASSELBERRY BY THE CITY MANAGER; AUTHORIZING THE <br />EXERCISE OF EMERGENCY MANAGEMENT PROCEDURES IN <br />ORDER TO PROTECT THE HEALTH, SAFETY, AND WELFARE OF <br />THE CITIZENS OF CASSELBERRY, MEMBERS OF THE GENERAL <br />PUBLIC, AND CITY EMPLOYEES; PROVIDING FOR AN EFFECTIVE <br />DATE. <br />WHEREAS, the weather system identified as Hurricane Idalia by the National <br />Hurricane Center posed a serious potential threat to the residents and property of the <br />City of Casselberry; and <br />WHEREAS, Hurricane Idalia had the potential for causing substantial damage to <br />public utilities, public buildings, public communication systems, public streets and roads, <br />public drainage systems, commercial and residential buildings and areas; and <br />WHEREAS, the Honorable Ron DeSantis, Governor of the State of Florida, <br />issued, Executive Order 23-171, declaring a State of Emergency for several counties in <br />Florida due to the dangers presented by Hurricane Idalia; and <br />WHEREAS, on August 28, 2023, Governor DeSantis issued Executive Order <br />No. 23-172, amending Executive Order 23-171 to include Seminole County in the State <br />of Emergency Declarations, attached hereto as Exhibit A, <br />WHEREAS, Seminole County declared a local State of Emergency via <br />Executive Order No. 2023-030, attached hereto as Exhibit B; and <br />WHEREAS, the City of Casselberry desires to adequately protect its citizens <br />from the hazards of weather emergencies and potential adverse situations and <br />effects; and <br />WHEREAS, the immediate danger to the public health, safety, or welfare <br />required emergency action; and <br />WHEREAS, Chapter 252, Florida Statutes, and Chapter 30 of the City Code, <br />empower the City Commission to declare a State of Local Emergency when <br />conditions such as those described above are found to exist; and <br />1 <br />
