Policy TCE 4.4 The City &hgMay implement neighborhood traffic control or traffic calming devices <br />in selected areas of existing, through -traffic problems as deemed warranted by the <br />City Commission following full public input. Techniques to be evaluated and <br />implemented, where feasible, will include those enumerated within the <br />Neighborhood Traffic Management section of the Traffic Circulation Element. <br />Policy TCE 4.5 The City will implement and encourage, on an ongoing basis, along with appropriate <br />governmental entities, road buffer and design measures on road widening projects <br />through residential areas. <br />OBJECTIVE TCE 5. TRANSPORTATION REVENUE. The City shall seek to obtain funds from available <br />sources to finance needed improvements and will coordinate with private, local, regional, and state agencies <br />to determine a proper funding mix for transportation improvements. <br />Policy TCE 5.1 The City will participate in and seek funds from the MPO or any similar agency in <br />order to include City related improvements in the Metropolitan Orlando Urban Area <br />Transportation Plan and to finance improvements to deficient roadways of concern <br />to the Orlando region and Casselberry, specifically. <br />Policy TCE 5.2 The City will continue to jointly fund transportation projects, if appropriate, with <br />appropriate governmental agencies. <br />Policy TCE 5.3 The City shall support changes to state legislation which enable local and regional <br />governments to increase the revenue base for transportation improvements. <br />Policy TCE 5.4 The City shall oppose any transfer of transportation facilities to the City's jurisdiction <br />from another governmental entity unless the facility is improved by the transferring <br />governmental entity to the City's design, condition, and level of service standards, <br />as well as accompanied with a level of funding to maintain the facility. <br />Policy TCE 5.5 The City shall continue to fund construction, operation, and maintenance costs <br />through all available sources of transportation revenue. <br />Policy TCE 5.6 The City shall support private initiatives for implementation of transportation <br />improvements, which are consistent with the City's Comprehensive Plan. <br />Policy TCE 5.7 The City shall place a high priority on user -based financing strategies. <br />OBJECTIVE TCE 6. INTERGOVERNMENTAL COORDINATION. The City will coordinate transportation <br />planning, funding, design, and implementation efforts with all relevant levels and agencies of government as <br />implemented by the following policies. <br />Policy TCE 6.1 The City shall, on an ongoing basis, assist in the coordination, location, <br />classification, planning and construction of needed roads with FDOT, MPO, <br />ECFRPC, Seminole County, appropriate municipalities, and other relevant <br />agencies, and implement recommendations contained in the respective traffic <br />circulation elements and the Orlando Urban Area Transportation Study pursuant to <br />Chapter 380, Florida Statutes. <br />Policy TCE 6.2 The City shall continue to coordinate with the local mass transit provider to ensure <br />that adequate regional transit service is provided to the citizens. <br />A fle+ded#4-/20/ 4For Adoption Public Hearing July 13, 2009 11 Traffic Circulation <br />
