Street Lighting Assessment <br />Preliminary Rate Resolution <br />"Need Study" means the Streetlight Need Study for the City of Casselberry <br />prepared by the transportation planning and engineering services consulting firm Kimley- <br />Horn and Associates, Inc. <br />"Rate Study" means the City of Casselberry Street Lighting Assessment Update <br />dated July 18, 2023, prepared by Raftelis Financial Consultants, Inc. <br />"Single Family Residential Parcel" means a Tax Parcel upon which a single <br />Dwelling Unit is situated or constructed. The term "Single Family Residential Parcel" shall <br />include individual residential condominium units, townhomes and mobile homes outside of <br />a mobile home park, whether owner occupied or tenant occupied. <br />"Street Lighting Assessment Roll" means the roll created pursuant to Section <br />3.03 of the Assessment Ordinance and described in Section 2.02 hereof that includes a <br />summary description of each Tax Parcel subject to Street Lighting Assessments, the name <br />of the owner of each Tax Parcel as shown on the Tax Roll, and the number of Equivalent <br />Residential Units attributable to each Tax Parcel. <br />"Street Lighting Assessment" or "Assessment" means a special assessment <br />(sometimes characterized as a non -ad valorem assessment) levied by the City Commission <br />to fund the Street Lighting Service Cost. <br />"Street Lighting Improvements" means land, appurtenances, facilities, equipment <br />and improvements (including but not limited to light poles and luminaries) necessaryforthe <br />provision of Street Lighting Services. <br />"Street Lighting Service Area" means the Assessment Area described in Section <br />2.01 hereof. <br />10 <br />
