APPENDIX B <br />FORM OF NOTICE TO BE MAILED <br />CASSELBERRY, FLORIDA <br />August 12023 <br />To be mailed on before August 12023 <br />[Property Owner Name] <br />[Owner Street Address] <br />[City, State and Zip] <br />Re: Tax Parcel Identification Number: [Insert Number] <br />Tax Parcel Address: [Insert Address] <br />Dear City of Casselberry Property Owner: <br />The City of Casselberry, Florida (the "City") imposes annual non -ad valorem special assessments <br />to fund the provision of street lighting services each year. Notice is hereby given that the City <br />Commission will conduct a public hearing to consider adoption of an annual rate resolution <br />approving the rate of the street lighting assessment for the fiscal year commencing October 1, 2023 <br />("Fiscal Year 2023-24"). The hearing will be held at 5:30 p.m., or soon thereafter, on August 28, <br />2023, in City Commission Chambers of City Hall, 95 Triplet Lake Drive, Casselberry, Florida 32707. <br />All affected property owners have a right to appear at the hearing and to file written objections with <br />the City Commission n i iijsioi i vvithiiii twenty (2�) days of this notice. This is not a new assessment ie� it prograi � : <br />the street lighting assessment has been imposed and collected each year since 2009. <br />Street lighting assessments are based upon the total number of "equivalent residential units" or <br />"ERUs" attributable to each parcel. The City has determined that the size of the average single <br />family residential parcel in the City is .26 acres, which is the value of one ERU, the unit of <br />measurement to be applied against each parcel to determine the assessment. Single family <br />residential parcels consisting of one dwelling unit, including individual residential condominium <br />units, shall each be attributed one ERU. For all other parcels, the number of ERUs is calculated <br />individually for each parcel of property by dividing the total size of the parcel in acres by .26 acres, <br />with a minimum of one (1) ERU attributed to each parcel. A more specific description of the street <br />lighting services and the method of computing the assessment for each parcel of property are set <br />forth in Resolution 23- 3357 (the "Preliminary Rate Resolution") adopted by the City Commission on <br />July 24, 2023. <br />The annual street lighting assessment rate for Fiscal Year 2023-24 will be $42.86 per ERU. The <br />maximum street lighting service assessment rate that can be imposed without further mailed notice <br />for fiscal years thereafter is $54.71 per ERU. <br />It is estimated that the City will collect $520,000 from the street lighting assessments for Fiscal Year <br />2023-24.
