In 2 prior P&Z meetings I have sustained from participation to a <br />prior Icon Commons PUD city staff presentations starting with ZB-20-06 on 3/15/2021. As part of the CHCA <br />board before and after our annual meeting in April 2021 and March 2022, the board and community members <br />had numerous discussions on this topic including whether to oppose or ask for changes to this zoning or any <br />P&Z cases/presentation for this property. Based on discussions with the city provided attorney at the P&Z <br />meeting at prior P&Z meetings, this did present a clear appearance of a potential bias based on FL Statute <br />286.012 and so I abstained during any city staff presentation on the Icon Commons project as this property. <br />Since I have recused on prior development at this property, i am abstaining on ZB-22-09 in order to avoid any <br />appearance of conflict of interest.
