RESOLUTION 23-3559 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, APPROVING AND AUTHORIZING THE <br />EXECUTION OF A LOCALLY FUNDED AGREEMENT WITH THE <br />STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION IN <br />ORDER TO PROVIDE FOR NON-FEDERAL FUNDING FOR <br />CONSTRUCTION ENGINEERING AND INSPECTION SERVICES FOR <br />THE SOUTHCOT DRIVE BICYCLE / PEDESTRIAN IMPROVEMENTS <br />PROJECT; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry is committed to making its community safer, more <br />comfortable, and more connected for people of all ages and abilities to walk and bike; and <br />WHEREAS, in 2016 as part of its adopted Multimodal Transportation Master Plan, the City <br />identified the Southcot Drive Bicycle/Pedestrian Improvements project as part of its Capital <br />Improvement Program; and <br />WHEREAS, construction of the proposed improvements using federal funds was <br />programmed into the State of Florida Department of Transportation's (FDOT's) Work Program for <br />State Fiscal Year (FY) 2022-2023; and <br />WHEREAS, for FDOT purposes the project is also referred to as the "Southcot Drive <br />Sidewalk from Sunset Drive to Lake Triplett Drive" project; and <br />WHEREAS, design of the project has been completed using federal fiends; and <br />WHEREAS, FDOT is prepared to undertake construction engineering and inspection (CEI) <br />services for the project and partially fund said services; and <br />WHEREAS, FDOT's current policy is to require 15% of the negotiated CEI cost to be set <br />aside for the non-federal portion of CEI costs during construction; and <br />WHEREAS, a Locally Funded Agreement with FDOT is necessary in order for the City to <br />provide funding for the non-federal portion of CEI services using local funds; and <br />WHEREAS, City Staff has reviewed the aforementioned Agreement and finds it acceptable <br />to meet the needs of the City. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. The City Commission of the City of Casselberry hereby approves the Locally <br />Funded Agreement with the State of Florida Department of Transportation to provide funding for <br />the non-federal portion of construction engineering and inspection services for the Southcot Drive <br />Bicycle / Pedestrian Improvements Project and authorizes the Mayor to execute said document, <br />attached herewith, on behalf of the City. <br />
