RESOLUTION 23-3559 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF A LOCALLY FUNDED AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION IN ORDER TO PROVIDE FOR NON-FEDERAL FUNDING FOR CONSTRUCTION ENGINEERING AND INSPECTION SERVICES FOR THE SOUTHCOT DRIVE BICYCLE / PEDESTRIAN IMPROVEMENTS PROJECT; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE. WHEREAS, the City of Casselberry is committed to making its community safer, more comfortable, and more connected for people of all ages and abilities to walk and bike; and WHEREAS, in 2016 as part of its adopted Multimodal Transportation Master Plan, the City identified the Southcot Drive Bicycle/Pedestrian Improvements project as part of its Capital Improvement Program; and WHEREAS, construction of the proposed improvements using federal funds was programmed into the State of Florida Department of Transportation's (FDOT's) Work Program for State Fiscal Year (FY) 2022-2023; and WHEREAS, for FDOT purposes the project is also referred to as the "Southcot Drive Sidewalk from Sunset Drive to Lake Triplett Drive" project; and WHEREAS, design of the project has been completed using federal fiends; and WHEREAS, FDOT is prepared to undertake construction engineering and inspection (CEI) services for the project and partially fund said services; and WHEREAS, FDOT's current policy is to require 15% of the negotiated CEI cost to be set aside for the non-federal portion of CEI costs during construction; and WHEREAS, a Locally Funded Agreement with FDOT is necessary in order for the City to provide funding for the non-federal portion of CEI services using local funds; and WHEREAS, City Staff has reviewed the aforementioned Agreement and finds it acceptable to meet the needs of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: SECTION I. The City Commission of the City of Casselberry hereby approves the Locally Funded Agreement with the State of Florida Department of Transportation to provide funding for the non-federal portion of construction engineering and inspection services for the Southcot Drive Bicycle / Pedestrian Improvements Project and authorizes the Mayor to execute said document, attached herewith, on behalf of the City.
