(C) The cost of measuring or verifying the size of the benefitted parcel <br />for each individual Single Family Residential Parcel greatly exceeds any benefit to be <br />derived from individual measurement and verification, <br />(D) The average size of a Single Family Residential Parcel on which a Dwelling <br />Unit has or can be constructed constitutes a reasonable proxy for determining the special <br />benefit to those parcels. <br />(E) As described in the Rate Study, the average size of a Single Family <br />Residential Parcel in the City is .26 acres which shall constitute one (1) ERU (one ERU = <br />.26 acres) for purposes of calculating the Street Lighting Assessment for each Tax Parcel <br />and preparing the annual Street Lighting Assessment Roll. <br />(F) One (1) ERU shall be attributed to each Single Family Residential Parcel. <br />(G) The number of ERU's attributed to each General Parcel shall be calculated <br />as follows; provided, however, that each General Parcel shall be attributed at least one (1) <br />ERU: <br />Total Size of General Parcel (in acres) = Number of ERU's <br />.26 acres <br />(H) The Assessment rate of $31.88 per ERU shall be utilized by the City Manager <br />in preparing the Street Lighting Assessment Roll. <br />(1) Unless and until determined otherwise by City Commission, Vacant Property <br />shall not be subject to Street Lighting Assessments. <br />(J) The determination as to whether a Tax Parcel is Developed Property, Vacant <br />Property or Undevelopable Property shall be made using best available data prior to <br />adoption of the Final Assessment Resolution or Annual Assessment Resolution in <br />13 <br />
