CASSELBERRY CITY COMMISSION <br />Minutes of September 12, 2016—Regular Meeting <br />Page 10 of 15 <br />MOTION: Commissioner Solomon moved to approve Resolution 16-2908, establishing the <br />tentative millage rate of 3.1201 mills for Fiscal Year 2016-2017, as presented. <br />Motion was seconded by Vice Mayor Aramendia. <br />Discussion: Commissioner Meadows advised he would respectfully be voting no, as he was in favor of a <br />millage rate reduction as was discussed at the budget workshop. <br />Motion carried by voice vote 4-1, Commissioner Meadows dissenting. <br />Mayor Glancy announced that the City of Casselberry has adopted a tentative property tax rate of 3.1201 mills <br />as the tentative millage rate for Fiscal Year 2016-2017. This rate is 7.78% above the rolled back rate of <br />2.8949 mills. The City Commission will hold a final public hearing on Monday, September 26, 2016, after <br />5:15 p.m. in the City Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that <br />hearing, the City Commission intends to adopt a final millage rate for Fiscal Year 2016-2017. All interested <br />parties are invited to attend. <br />B. Resolution 16-2909 — Tentative Operating Budget For Fiscal Year 2016-2017 <br />The City Clerk read Resolution 16-2909 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE TENTATIVE <br />BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR COMMENCING ON <br />OCTOBER 1, 2016 AND ENDING ON SEPTEMBER 30,2017; PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: This public hearing was advertised within the 2016 Notice of Proposed Property <br />Taxes (TRIM Notice) mailed to all taxpayers by the Seminole County Property Appraiser in August, 2016. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 16- <br />2909 to establish a Tentative Operating Budget for the City of Casselbeny totaling $46,975,816 for Fiscal Year <br />2016-2017. <br />Public Hearing: Mayor Glancy stated that this was a public hearing to consider comments and questions <br />regarding the City's proposed budget for Fiscal Year 2016-2017. Mayor Glancy opened the floor for public <br />participation. No one came forward to address Resolution 16-2909. Mayor Glancy closed the public hearing <br />relative to Resolution 16-2909. <br />MOTION: Commissioner Meadows moved to approve Resolution 16-2909 establishing the <br />Tentative Operating Budget for the City of Casselberry totaling $46,975,816 <br />for Fiscal year 2016-2017, as presented. Motion was seconded by Vice Mayor <br />Aramendia.
