PUBLIC HEARINGS A. Second Reading of Ordinance 22-1579 — Amending; the Official Zoning Designation for Property Located at 999 Mango Drive (ZB 21-02) The City Clerk read Ordinance 22-1579 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; ESTABLISHING THE ZONING CLASSIFICATION OF RMHP (MEDIUM DENSITY MOBILE HOME PARK) FOR APPROXIMATELY 94 ACRES LOCATED AT 999 MANGO DRIVE, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 22-1579 was advertised in the Orlando Sentinel on Thursday, December 1, 2022. Staff Presentation: Chief Planner Christina Hyson presented this item to the City Commission. Ordinance 22-1579 establishes the official zoning designation of RMHP (Medium Density Mobile Home Park) for one (1) parcel located at 999 Mango Drive. The approximately 94 -acre property is an existing mobile home park, Sutnmerloch Green, that was annexed into the City in 1991. The Future Land Use Map designation of the property was amended to medium density in 2010, but a City zoning designation was never adopted for the property. Therefore, the current zoning of the site is reflected as Seminole County on the City's Official Zoning Map. This rezoning will be accompanied by a development agreement to establish the applicable size and dimension standards for the property. The Planning and Zoning Commission, acting as the City's Land Planning Agency (LPA), voted unanimously at its meeting on October 12, 2022 to recommend approval of this item to the City Commission. The request to amend the Official Zoning Map to establish the zoning classification of RMHP (Medium Density Mobile Home Park) for the subject property is consistent with the City's Comprehensive Plan and the Medium Density Residential Future Land Use designation; compatible and consistent with the adjacent land uses and zoning districts; and City water and sanitary sewer services are available to the subject property. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended adoption of Ordinance 22-1579 on second and final reading.
