RESOLUTION 16-2922 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY <br />OF CASSELBERRY, FLORIDA, RELATING TO <br />COMMUNITY REDEVELOPMENT, REQUESTING AN <br />EXTENSION OF THE AUTHORIZED TERM OF THE <br />CASSELBERRY COMMUNITY REDEVELOPMENT AGENCY <br />BY EIGHT YEARS, TO DECEMBER 11, 2025, TO THE <br />SEMINOLE COUNTY BOARD OF COUNTY <br />COMMISSIONERS, CONSISTENT WITH SECTIONS 163.362, <br />FLORIDA STATUTES; PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND AN EFFECTIVE DATE. <br />WHEREAS, in 1995, the City Commission of the City of Casselberry, Florida <br />adopted Resolution 95-889, finding the existence of certain slum and blighted areas <br />within the boundaries of the Casselberry Community Redevelopment District ("the <br />District,") and determining that the rehabilitation, conservation or redevelopment, or a <br />combination thereof, of the District by the Community Redevelopment Agency is <br />necessary in the best interest of the public health, safety, morals, and welfare of the <br />residents and citizens of the City of Casselberry; and <br />WHEREAS, the City Commission of the City of Casselberry, Florida adopted <br />Ordinance 95-851, creating a Community Redevelopment Agency (the "CRA") to carry <br />out and effectuate the purposes of community redevelopment within the boundaries of the <br />District; and <br />WHEREAS, the Seminole County Board of County Commissioners, by <br />Resolution 95-R-255, delegated to the City the right and authorization to exercise powers <br />as described and provided in Chapter 163, Part III, Florida Statutes, such powers to <br />include the power to create and establish a Community Redevelopment Agency; and <br />WHEREAS, the City Commission of the City of Casselberry, Florida, by <br />Resolution 95-935, approved the CRA's Redevelopment Plan for a 15 -year term to 2010; <br />and <br />WHEREAS, in 2002, the Seminole County Board of County Commissioners, by <br />Resolution 2002-33, extended the term of the Casselberry CRA from 15 to 20 years <br />(2015); and <br />WHEREAS, in 2014 the City Commission of the City of Casselberry, Florida, by <br />Resolution 14-2577, requested Seminole County to consider authorizing an additional <br />ten-year extension (to 2025); and <br />
