Minutes of September 12, 2022 — Special Meeting MOTION: Vice Mayor Aramendia moved to approve the minutes of the September 12, 2022 Special Meeting, as presented. Motion was seconded by Commissioner Busch. Motion carried unanimously by voice vote 5-0. 6. PRESENTATIONS/COMMENDATIONS A. Proclamation: Breast Cancer Awareness Month Mayor Henson read a proclamation proclaiming the month of October 2022 as Breast Cancer Awareness Month in the City of Casselberry. 7. PUBLIC HEARINGS A. Resolution 22-3331 — Adoption of Fiscal Year 2022-2023 Final Millage Rate and Voted Debt Millage Rate Mayor Henson announced for the record that the public hearing to consider adoption of the City of Casselberry's final lnillage rate and voted debt millage rate for Fiscal Year 2022-2023 would now begin. The City Clerk read Resolution 22-3331 by title, as follows: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE FINAL MILLAGE RATE AND THE VOTED DEBT MILLAGE RATE FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2022 AND ENDING SEPTEMBER 30,2023; ANNOUNCING THE ROLLED -BACK MILLAGE RATE, THE PERCENTAGE BY WHICH THE MILLAGE EXCEEDS THE ROLLED - BACK RATE AND THE FINAL MILLAGE RATE TO BE LEVIED; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 22-3331 adopting the final millage rate for Fiscal Year 2022-2023 was advertised in the Orlando Sentinel on Thursday, September 22, 2022 in accordance with Truth in Millage (TRIM) legislation requirements and the rules of the Florida Department of Revenue.
