connects a line conveying sewage to the MS4 or allows such a connection to continue. <br />Sec 86-362 Exemptions. <br />The commencement conduct or continuance of any illegal discharge to the <br />stormwater drainage sysy_ tern_ is prohibited except as described as follows: <br />(a) The following discharges are exempt from discharge prohibitions <br />established by this Article unless deemed by the City Engineer as an imminent and or <br />substantial danger to the environment or to the health or welfare of persons or to the MS4 <br />or Waters of the United States: <br />• Uncontaminated water line flushing or other potable water sources <br />• Landscape irrigation or lawn watering not including reclaimed water, if in compliance <br />with St Johns River Water Management District rules and regulations <br />• Diverted stream flows <br />• Rising ground water <br />• Uncontaminated ground water infiltration to storm drains <br />• Uncontaminated pumped ground water <br />• Foundation or footing drains (not including active groundwater dewatering systemsl <br />• Water from crawl space pumps <br />• Air conditioning condensate <br />• S ra fns <br />• Non commercial (individual residential) washing of vehicles, provided only <br />biodegradable soap is used and there is no excess sediment and debris runoff <br />• Natural riparian habitat or wetland flows <br />• Swimming pools (only if dechlorinated - typically less than one PPM chlorine) <br />• Firefi lgtiing activities <br />• Dewatering systems that meet applicable surface water quality standards <br />• Any other water source not containing pollutants <br />(b) Also exempted are dischargesspecified in writing by the Citv as being <br />necessary to protect public health and safety. <br />(c) Dye testing is an allowable discharge but requires a verbal notification to <br />the City prior to the time of the test. <br />(d) The prohibition on discharge shall not apply to any non-stormwater <br />discharge permitted under an NPDES permit waiver, or waste discharge order issued <br />Illicit Discharge and Connections Ordinance <br />
