connection and discharg=e <br />Illicit Discha� ge Anv direct or indirect non-stormwater dischat ¢e to the stormwater <br />drainage system including, but not limited to what is listed in Section 86-361 of this <br />ordinance except as exempted in Section 86-362. <br />Industrial Activity. Activities subject to NPDES Industrial Permits as defined in 40 <br />CFR Section 122.26 (b)(141. <br />Municival Sepai ate Storm Sewer System (MS4) See Stormwater Drainage Svstenz <br />National Pollutant Discharge Elimination System (NPDES) Storm Water Discharge <br />Permit. Means a permit issued by EPA (or by a State under authority delegated pursuant to <br />33 USC& 1342(b)l that addresses the discharge of pollutants to waters of the United States <br />whether the permit is applicable on a MS4 or to construction activities industrial activities, <br />on an individual group or general area -wide basis. <br />Non-Stormwater Discharge Any discharge to the stormwater drainage system that <br />is not composed entirely of stormwater. <br />Person. Means any individual association organization partnership, firm <br />corporation or other entity, whether singular or plural recognized by law and acting as <br />either the owner or as the owner's agent. <br />Pollutant Anything which causes or contributes to pollution. Pollutants_ may <br />include but are not limited to: Paints varnishes, and solvents; oil and other automotive <br />fluids; non hazardous liquid and solid wastes; leaves woody debris, grass clippings, and <br />yard wastes; refuse rubbish garbage litter, or other discarded or abandoned objects <br />organics and accumulations so that same may cause or contribute to pollution; floatables: <br />pesticides herbicides and fertilizers; hazardous substances and wastes; sewage fecal matter <br />and pathogens; dissolved and particulate metals; animal wastes; wastes and residues that <br />result from constructing a building or structure; sand silt and clay as sediment; and noxious <br />or offensive matter of an kind. <br />Premises Any building, lot parcel of land or portion of land whether improved or <br />unimproved including adjacent sidewalks parking strips and rights of way. <br />Receiving- Waters All distinct bodies of water that receive stormwater runoff or <br />wastewater discharges such as streams rivers ponds retention/detention facilities, lakes. <br />estuaries, and wetlands. <br />Reclaimed Water. Water that has received at least advanced secondary treatment <br />and basic disinfection and is reused after flowing out of a wastewater treatment facility. <br />Stormwater Drainage System Publicly owned facilities by which stormwater is <br />Illicit Discharge and Connections Ordinance <br />
