extend the public state of emergency in 7 day increments, as necessary, until <br />terminated by the City Manager or the City Commission. <br />SECTION 2. The City Manager is hereby delegated the power and authority to <br />take all actions listed as authorized under Fla. Stat. 252.38(3) above, including <br />waiving all procedures and formalities required by law, and in accordance with the <br />authority conferred by the State E g mited Mo Chapteency rt Act, the 30of the Cityharter and <br />Code and <br />ordinances of the City, including butnot <br />this Resolution, the following: <br />a) Close or limit public access to any public facility; cancel/reschedule public <br />events, activities or programs; and not issue permits where it is <br />reasonable and prudent to do so in the interest of protecting the health, <br />safety, and welfare of the citizens of Casselberry, and members of the <br />general public. <br />b) Modify or adjust the work requirements, sick leave, duties, assignments, <br />work stations or work locations of City employees in order ensure the <br />provision of City services (including but not limited to essential City <br />services such as police, fire, and water services). <br />c) Appropriate funds from reserves as necessary to support emergency <br />operations and response in a timely manner, and further, to suspend <br />budgetary controls to the extent necessary to accomplish this purpose. <br />This authority is subject to after the fact ratification by the Commission. <br />d) Exercise any additional powers and issue such Emergency Orders as are <br />required in furtherance of this Resolution and consistent with the State <br />Emergency Management Act, Fla. Stat. 120.54, general laws, the City <br />Code and the rules and regulations of the City of Casselberry, that are <br />reasonably necessary to protect the health, safety, and welfare of the <br />citizens of Casselberry, and members of the general public within the <br />municipal boundaries of the City, and as are required to conduct City <br />business. <br />SECTION 3. The City Manager, in consultation with the Chief of Police, has <br />the authority to establish a curfew within the City limits of Casselberry which shall <br />remain in effect until such time as conditions warrant. The curfew will allow persons <br />to travel during the curfew to their places of employment to report for work and to <br />return to their residences after their work has concluded. <br />SECTION 4. All emergency management powers that have been exercised, and <br />all emergency management plans, preparations, and actions that have been taken prior <br />to the adoption of this Resolution, are hereby approved, affirmed, and ratified. <br />SECTION 5. All public officials and employees of the City of Casselberry are <br />hereby directed to exercise the utmost diligence in discharge of duties required of them <br />for the duration of this State of Local Emergency and in the execution of State and Local <br />3 <br />
