Mayor Henson closed the public hearing relative to Resolution 22-3328. <br />Commissioner Meadows thanked the City Commission for lowering the millage rate in an effort to help the <br />citizens in these difficult economic times. <br />MOTION: Commissioner Busch moved to approve Resolution 22-3328 setting the <br />tentative millage rate for Fiscal Year 2022-2023 at 2.9000 mills and the voted <br />debt millage rate at 0.6443 mills, as presented. Motion was seconded by Vice <br />Mayor Aramendia. Motion carried unanimously by voice vote 4-0. <br />Mayor Henson announced that the City of Casselberry has adopted a tentative millage rate of 2.9000 mills <br />for Fiscal Year 2022-2023 and 0.6443 mills as the voted debt millage rate for Fiscal Year 2022-2023. The <br />tentative operating millage rate is 7.08% higher than the rolled -back rate of 2.7082 mills. The City <br />Commission will hold a final public hearing on Monday, September 26, 2022 at 5:30 p.m. in City Hall <br />Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that hearing the City <br />Commission intends to adopt a final millage rate and voted debt millage rate for Fiscal Year 2022-2023. <br />All interested parties are invited to attend. <br />B. Resolution 22-3329 — Tentative Operating Budget for Fiscal Year 2022-2023 <br />Mayor Henson announced for the record that the first public hearing to consider the City of Casselberry's <br />tentative operating budget for Fiscal Year 2022-2023 would now begin. <br />The City Clerk read Resolution 22-3329 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA <br />ADOPTING THE TENTATIVE BUDGET FOR THE CITY OF CASSLEBERRY FOR THE <br />FISCAL YEAR COMMENCING ON OCTOBER 1, 2022 AND ENDING ON SEPTEMBER 30, <br />2023; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to the tentative budget for Fiscal Year <br />2022-2023 was provided to all taxpayers of the City of Casselberry by the Seminole County Property <br />Appraiser with the Notice of Proposed Property Taxes mailed to all taxpayers in August 2022, in accordance <br />with Truth In Millage (TRIM) requirements. <br />Staff Presentation: City Manager Randy Newlon gave an overview of the proposed Tentative Operating <br />Budget for Fiscal Year 2022-2023. Mr. Newlon stated that the tentative budget being proposed for Fiscal <br />Year 2022-2023 is in the amount of $70,208,960 and provided an overview of the proposed increases and <br />decreases in each fund, the projects and proposed expenditures which resulted in the increases and <br />decreases, and additional details as to the proposed revenues and expenditures contained in the proposed <br />tentative budget. <br />Budget Impact: The tentative budget requested for FY 2023 for the City of Casselberry is $70,208,960. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 22- <br />3329 to establish a tentative budget for the City of Casselberry totaling $70,208,960 for FY 2023. <br />
