COMMUNITY REDEVELOPMENT AGENCY
MEMORANDUM
TO: Community Redevelopment Agency Members
FROM: Emily Hanna, AICP, Chief Planner
DATE: May 14, 2018
RE: Authorization of Lake Concord Parking Study
Introduction: The City is requesting a financial commitment from the Community
Redevelopment Agency (CRA) for a parking study at Lake Concord Park in the amount of
$47,260.
Background: Lake Concord Park is home to many wonderful large and small events hosted by
the City and other organizations on almost a weekly basis. Additionally, Lake Concord Park is
home to City Hall, along with Integra Lakes Apartments and the potential for commercial
businesses along US Highway 17-92. In 2016, the CRA updated its redevelopment plan and
identified a parking structure as a project to be funded through the CRA. Before the CRA can
begin constructing a parking structure, a study must be conducted to determine the number of
parking spaces necessary to support existing park users, City Hall and future growth of Lake
Concord Park.
Discussion: The Lake Concord Parking Study will help identify the parking needs for the area,
recommend updates to the parking requirements for the Lake Concord Park Overlay District, in
addition to the City's ULDR requirements. The study will also look at pedestrian connections and
alternative transportation options for Lake Concord Park, ensuring that all modes transportation
are considered when determining a parking need. This parking study will further the construction
of additional parking spaces as outlined as funded project within the CRA's Redevelopment Plan.
Budget Impact: $47,260 for the parking study will be drawn from the Professional Services
account (113-0210-515.31-00).
Recommendation: CRA funding of the Lake Concord Parking Study in the amount of $47,260
is requested.
Prepared by: Emily Hanna, AICP, Chief Planner
Reviewed by Randy Newlon, City Manager
Rebecca Bowman, MBA, CGFO, CGFM, Finance Director
Attachments: Exhibit A: Parking Study Scope of Services
Exhibit B: Cost for Parking Study
