Chapter 1.0 Summary of Findinqs and Recommendations <br />Water Facilities Work Plan Amendment No. 1 (Amendment 1; to the December 2007 <br />Water Facilities Work Plan (Base Document) was prepared in April 2009 to incorporate <br />additional information and requirements for funding by the Florida Department of <br />Environmental Protection (FDEP) State Revolving Fund (SRF) Program. This <br />Amendment No. 2 to that December 2007 Water Facilities Work Plan was prepared to <br />identify additional projects to remove asbestos cement (AC) pipe from the City of <br />Casselberry water distribution system to reduce water loss resulting from fracturing of <br />the AC pipe because of age and pressure variations. <br />The City of Casselberry has identified several key potable water distribution pipe <br />replacement projects that will improve service and quality to its customers while helping <br />comply with ongoing maximum contaminant limit (MCL) compliance issues associated <br />with EPA's Stage 2 Disinfection Byproduct (DBP) Rule. In addition to helping with MCL <br />compliance via reduced chlorine disinfectant decay coefficients, the proposed pipe <br />replacement projects will conserve a significant amount of water lost to leaks and <br />breaks, reduce operational flushing requirements, increase fire flow capacities and <br />increase cross connection control. The proposed project locations are provided in <br />Appendix A. A number of the proposed projects will result in increased pipe size to a <br />minimum of 6 inches in diameter to enable additional fire hydrants to be added for <br />increased fire protection. <br />The proposed plan is to replace an additional approximately 117,328 total linear feet of <br />water main piping. By pipe diameter, the new pipe is broken down by diameter as: <br />15,189 linear feet of 12", 6,922 feet of 10", 18,540 feet of 8", 73,527 feet of 6" and 150 <br />feet of 4" asbestos cement water main to reduce pipe fract ares wasting water and <br />manpower.; Including approximately 1,580 feet of 4" water main in order to provide <br />better fire protection. The proposed projects will replace 4,646 feet of 2" polyvinyl <br />chloride (PVC) water main with 6" water main to increase hydraulic efficiency of the <br />system. The total estimated construction cost for the selected alternatives is <br />$8,462,641. It is estimated that it will cost another $169,253 for engineering and <br />$47,104 for administering the projects. A breakdown of these estimated costs is <br />contained in Appendix B. <br />
