January 11, 2010 <br />Mr. Kelly Brock, P.E. <br />City Engineer <br />City of Casselberry <br />95 Triplet Lake Drive <br />Casselberry, FL 32707 <br />Public Works Department YSEAGNOLE COUNTY <br />RE: LETTER OF UNDERSTANDING BETWEEN SEMINOLE COUNTY AND THE <br />CITY OF CASSELBERRY FOR AMBIENT ENVIRONMENTAL MONITORING <br />Dear Mr. Brock: <br />The ambient environmental monitoring program as required by the Lake Jesup Basin <br />Management Action Plan (BMAP) is performed and administered by Seminole County. <br />The City of Casselberry (City) has indicated its desire to partner in this environmental <br />monitoring program within the City, as identified in this letter of understanding and the <br />attached appendices. <br />The monitoring program is intended to allow flexibility for future revisions based on <br />regulatory requirements. This monitoring program is intended to satisfy requirements of <br />the Lake Jesup Basin Management Action Plan (BMAP), National Pollutant Discharge <br />Elimination System (NPDES) monitoring requirements and any other future Total <br />Maximum Daily Load (TMDL) monitoring requirements. Seminole County will perform <br />sample collection and coordinate sample drop off to a designated laboratory. <br />This letter of understanding between Seminole County and the City shall become <br />effective on the date executed by the City, in accordance with and under the <br />authorization of the Interlocal Agreement for Total Maximum Daily Load (TMDL) <br />Activities (paragraph 2(a)), executed and dated on July 6, 2007. 1 am providing to you <br />two executed letters; please return one fully executed letter to me, and you will have the <br />other for the City's files. <br />The Florida Department of Environmental Protection's (FDEP) NPDES permit and <br />BMAP cycle are based on a five (5) year cycle for permit renewal and re-evaluation. <br />Therefore, this letter of understanding will be for a term effective from the time of <br />adoption of the Lake Jesup BMAP by Secretarial Order through September 30, 2014. <br />• 520 W.
