RESOLUTION 10-2185 <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, APPROVING AND AUTHORIZING THE <br />EXECUTION OF AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF <br />CASSELBERRY AND THE CITY OF MAITLAND FOR AN EMERGENCY <br />POTABLE WATER INTERCONNECTION SYSTEM; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />WHEREAS, in July 2008, the City contracted with CPH Engineers, Inc. to conduct an analysis <br />that would identify areas in close proximity of the City's water distribution system that would be feasible <br />to establish a potable water interconnection with local municipalities in the case of an emergency; and <br />WHEREAS, the analysis identified certain locations near the water distribution systems in <br />Seminole County and the Cities of Maitland and Winter Springs as key areas for potable water <br />interconnection; and <br />WHEREAS, the City has since established potable water interconnections with the City of <br />Winter Springs and Seminole County and now wishes to establish a potable water interconnection with <br />the City of Maitland; and <br />WHEREAS, Public Works staff from the Cities of Casselberry and Maitland have developed an <br />Interlocal Agreement in an effort to devise a mechanism to provide potable water supply to each other in <br />the case of an emergency; and <br />WHEREAS, the Interlocal agreement provides a methodology for potable water interconnection, <br />payment processing, repair and maintenance, and other necessary understandings in order to ensure that the <br />highest level of water quality is available to service all customers in the case of an emergency; and <br />WHEREAS, the City agrees to share the costs associated with the construction of the potable <br />water interconnection system ($12,577.05, of which the City's share is $6,293.55) and agrees to share <br />the annual costs associated with the repair and maintenance of the devices utilized at the point of <br />connection, throughout the lifetime of its existence; and <br />WHEREAS, the agreement is for a term of 15 years, beginning after the date of execution; and <br />WHEREAS, City staff (Casselberry and Maitland) and the City Attorneys for each have <br />reviewed the Interlocal agreement for potable water interconnection between the City of Casselberry and <br />the City of Maitland and finds it sufficient to meet the needs of the City. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY <br />OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. The City Commission of the City of Casselberry hereby approves the Interlocal <br />agreement for an emergency potable water interconnection system between the City of Casselberry and the <br />City of Maitland (attached as "Attachment A") and authorizes the Mayor to execute said document on <br />behalf of the City. <br />
