A 3% (average) merit increase has been budgeted for all City employees (except the City Commission <br />and City Manager). City-wide the budget for personal services will grow 1.8% over FY 2013 and the <br />budget for the General Fund is actually lower in FY 2014 than it was in FY 2013. The cost of personal <br />services will be controlled through reorganization, as well as, pension and health benefit management. <br />The City of Casselberry is on the verge of an intense transformation beginning in FY 2014. FDOT projects <br />will reshape the major business corridors of SR 436 and US Hwy 17-92 that run through the exterior <br />boundaries of the City. Interior road rehabilitation and reconstruction projects will commence. The <br />third section of the Casselberry Greenway Trail is expected to be funded and built. Tree planting will <br />continue and funding for a neighborhood grant program will be provided. If approved about 20 acres of <br />City -owned land near City Hall will be redeveloped with apartments, restaurants, park -like space, water <br />amenities and art work. There is much to be excited about in the new year. <br />I would like to thank the Department Directors and staff for their assistance and cooperation in crafting <br />this Proposed Budget. The City is fortunate to have so many skilled, talented and devoted public <br />servants who stand ready to pursue its goals and objectives. The spirit of teamwork and shared <br />responsibility make it possible to progress in these difficult times. I would especially like to recognize <br />Finance Director Rebecca Bowman, Budget Analyst Michelle Sherrod and Executive Assistant Judi <br />Romboli for their assistance in preparing the FY 2014 Proposed City Budget. <br />The FY 2014 Budget will be adopted through two public hearings to be held in September 2013. Until <br />then I stand ready to answer your questions and finalize a Budget reflecting the values and visions of the <br />City Commission and the citizens of the Casselberry. <br />Sincerely, <br />i <br />James R.
