Seminole County is hereby requested to coordinate all matters of said referendum election with <br />the City Clerk. The proposed Charter amendments shall be submitted to the voters at an election <br />to be held on August 26, 2008. <br />SECTION 2. Amendments to City Charter. The ballot titles, questions and proposed <br />Charter changes are set forth as follows: <br />City Charter Amendment 1: <br />AMENDING THE CHARTER TO ADD A PREAMBLE <br />Shall the Charter be amended to add a preamble to set forth the source of authority of the <br />Charter, to set forth action to be taken, and identify the purposes of the Charter? <br />Yes <br />No <br />PREAMBLE <br />Under authority conferred by the Constitution of the State of Florida, the people of the Citv of <br />Casselberry enact this Charter as the law of the City for the purpose of protecting and enhancing <br />the health safety, environment, and general welfare of the people to enable municipal <br />government to provide services and meet the needs of the people efficiently; to allow fair and <br />equitable participation of all persons in the affairs of the City; to provide for transparency <br />accountability, and ethics in governance and civil service; to foster fiscal responsibility; to <br />promote prosperity and to meet the broad needs for a healthy, progressive city. <br />City Charter Amendment 2: <br />POWERS OF THE MUNICIPALITY <br />Shall the City amend Article III, Sections 7 and 8 of the Charter to set forth the general power of <br />the City which it is legally authorized to exercise, and eliminating the list of specific powers, to <br />set forth the construction of the Charter, and to add a new Section on Intergovernmental <br />Relations, identifying the City's ability to participate with other governments in certain <br />activities? <br />Yes <br />Ordinance 08-1239 <br />
