CASSELBERRY CITY COMMISSION <br />Minutes of May 14, 2012 — Regular Meeting <br />Page 7 of 23 <br />Introduction: Resolution 12-2373 provides for City Commission approval of Supplemental AgreememNo. 4 <br />to the Standard Consultant Agreement with Environmental Research and Design, Inc. (ERD) for a gross <br />pollutant separators performance efficiency evaluation in the amount of $99,986.55. <br />Background: In 2010, the City was awarded a TMDL (Total Maximo n Daily Load) Water Quality <br />Restoration Grant in the amount of $250,000 from the Florida Department of Environmental Protection <br />(FDEP). This grant included funding assistance for recent baffle box stormwater retrofit projects. Also <br />included as part of the grant was an effectiveness evaluation component intended to assess the actual pollutant <br />removal efficiency of various baffle boxes and other gross pollutant separators installed by the City. In <br />general, gross pollutant separators remove sediment and other pollutants from stormwater runoff, providing <br />pre-treatment prior to discharge to the receiving water body, (e.g., lake or stream). <br />Budget Impact: Sufficient funds are available in account 110-0740-539.31-00 (Professional Services) to <br />cover the $99,986.55 proposal (Public Works Project PW 1101). The City has budgeted $100,000 within the <br />Stormwater Utility Fund to cover the effectiveness evaluation phase of this grant. Of this, $25,000 is funded <br />by the City's Stormwater Utility and $75,000 is available from the grant. <br />Recommendation: The Interim City Manager and the Public Works Director recommended approval of <br />Resolution 12-2373. <br />G. Resolution 12-2374 — Supplemental Agreement No. 1 with Associated Consulting <br />International Inc. (ACi) for City Center Strategy Implementation <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING AND <br />AUTHORIZING THE EXECUTION OF SUPPLEMENTAL AGREEMENT NO. 1 TO THE <br />CONTINUING PROFESSIONAL MANAGEMENT SERVICES CONTRACT BETWEEN <br />ASSOCIATED CONSULTING INTERNATIONAL INC. AND THE CITY OF CASSELBERRY TO <br />PROVIDE DEVELOPMENT SERVICES FOR "CITY CENTER"; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br />Introduction: Resolution 12-2374 provides for consideration of Supplemental Agreement No. 1 to the <br />Continuing Professional Development Management Services Contract with Associated Consulting <br />International Inc. (ACi) in an amount of up to $51,000 for implementation of the City's strategy for the <br />development of 25 acres of City -owned property along U.S. Hwy. 17-92. <br />Background: Since 2004, the City has purchase various properties located between Home Depot and the <br />Community United Methodist Church for purposes of economic development. Over the years, numerous <br />projects have been proposed, but for many reasons final deals could never be completed. With the upswing in <br />the economy, an additional targeted land acquisition and the decision to offer some public facilities for <br />redevelopment, it is possible to offer the whole, continuous expanse for coordinated development that meets <br />the objectives of the City. <br />Budget Impact: Funds are budgeted and available in the Non -departmental Professional Services account <br />(001-0190-519.31-00). <br />
