CASSELBERRY CITY COMMISSION <br />Minutes of March 26, 2012 — Regular Meeting <br />Page 3 of 16 <br />8. CONSENT AGENDA <br />A. Special Invoice Report <br />Introduction: The Special Invoice Report policy was adopted by the Commission to streamline the financial <br />process for approval of certain invoices, awards of bids, initial contracts and change orders on a project in <br />excess of 5% of the total project. The following item has been reviewed by the affected department and is <br />being presented for approval on this report, pursuant to current policy: <br />Fisher & Phillips LLP <br />• City Labor Attorney Services for February 2012 <br />Invoice No. 22751-714654 $814.00 <br />Budget Impact: Funds for the City Labor Attorney invoice are available in FY 2012 Budget Account No. <br />001-0140-514-31.02. <br />Recommendation: The Interim City Manager and Human Resources Manager recommend approval of the <br />Special Invoice Report as submitted. <br />B. Succession Planning for Additional Water Production/Water Reclamation Operator <br />Positions <br />Introduction: City Commission consideration of two additional Water Production/Water Reclamation <br />Operator (dual certification) positions to assist in the Utility Division's succession planning is requested. <br />Background: The City of Casselberry currently budgets for five Water Production Operator positions, four <br />Water Reclamation Operator positions, and two Water Production/Water Reclamation Operator (dual <br />certification) positions that can be shared between the two divisions. Historically, the City has had a difficult <br />time in filling these operator positions as there are not many qualified applicants who maintain the required <br />licenses to operate these plants. <br />Three of the five current Water Production Operators will be eligible for retirement within three to five years. <br />One operator is currently scheduled to retire in 2015 and another operator is scheduled to retire in 2017, both <br />as part of the Florida Retirement System Drop Program. A Third operator has not yet indicated that he will be <br />retiring, but he will be eligible within the next five years. <br />Three of the four current Water Reclamation Operators are currently eligible for retirement. One operator is <br />retiring on March 29, 2012 and a second operator is requesting part-time status. A third operator has recently <br />required medical leave and it is unknown at this time if he will return to work. These recent hardships in <br />staffing leave at least two open Water Reclamation operator positions. <br />Budget Impact: There is no impact to the current City Budget. Funds associated with two additional <br />positions at Pay Grade 22 ($31,238 Annual Minimum - $52,063 Annual Maximum) for Water <br />Production/Water Reclamation Operators are available in Public Works Accounts 4401.0754.533.12.01 and <br />
