CASSELBERRY CITY COMMISSION <br />Minutes of May 13, 2013 — Workshop <br />Page 3 of 3 <br />Discussion: Additional discussion ensued regarding the format for the requested letter of commitment; <br />interlocal agreements with the other partner cities; securing the service development grant for the test phase; <br />cost of the test phase; the City's liability in event of failure of the program; requested Commission direction for <br />staff regarding the program. <br />CONSENSUS: The City Commission agreed by consensus to the following staff <br />recommendations: <br />1. Authorize City staff to engage with partner cities and (Florida Department of <br />Transportation) FDOT to secure the Service Development grant directly with <br />the cities; update conditional letter of commitment from November 2012 and <br />direct it to FDOT Secretary Persaud rather than John Lewis with Lynx; <br />2. Authorize City staff and City Attorney to engage in discussions with potential <br />local government partners and private sector partners in a privatized solutions <br />concept (including exploring issuing an RFP to solicit proposals for operating <br />the system); <br />3. Authorize City staff to continue to work with Lynx, partner cities, and <br />consultants to complete the design and capital/ITS (Intelligent Transportation <br />Systems) solution procurement for FlexBus; <br />4. Authorize City staff to work to ensure federal funds for FlexBus remain <br />focused on and available to the FlexBus project; work with Lynx as needed to <br />ensure all documents, hardware, and technology are available to the cities for <br />FlexBus so as to pursue a privatized solution concept. <br />5.
