RESOLUTION 22-3306 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, APPROVING THE BRIGHTWATER FINAL <br />CONCEPTUAL MASTER PLAN; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE. <br />WHEREAS, the residential property developed at 700 S. Lost Lake Lane (Brightwater) is <br />the family home to Hibbard Casselberry, founder and first mayor to the City of Casselberry, and for <br />whom the City is named after; and <br />WHEREAS, the Brightwater property includes a 7,000 square foot home designed by <br />famed Central Florida architect, James Gamble Rogers II, approximately 8.9 acres of land on the <br />eastern shore of South Lake Triplet, and is contiguous with City -owned land to the south and north; <br />and <br />WHEREAS, the City of Casselberry recognizes the historical, social, cultural, <br />environmental, economic, and civic importance of preserving and enhancing the Brightwater <br />property for the City and the public; and <br />WHEREAS, the City of Casselberry acquired ownership of Brightwater, in a blighted <br />condition, from the Casselberry family estate in 2021 for a purchase price of $1,250,000 and closing <br />costs; and <br />WHEREAS, after the purchase the property was secured and added to the park system <br />inventory; and <br />WHEREAS, the City of Casselberry desired a conceptual master plan of the property to <br />assist with fundraising and guide improvements; and <br />WHEREAS, the City Commission approved GAI Consultants, Inc. (GAI) to provide <br />professional design services to develop a conceptual plan for the house and land, host public <br />engagement meetings, and present their plan and findings to the City of Casselberry's Parks and <br />Recreation Advisory Board and City Commission; and <br />WHEREAS, City of Casselberry staff and GAI presented preliminary conceptual plans to <br />the public at a community input meeting on September 1, 2021 at Secret Lake Park. On September <br />14, 2021, staff and GAI presented the preliminary conceptual plans to the Parks and Recreation <br />Advisory Board at their regularly scheduled meeting inside City Hall. On October 11, 2021, staff <br />and GAI presented the preliminary conceptual plans to the City Commission at their regularly <br />scheduled meeting inside City Hall. At this meeting, the City Commission provided staff and GAI <br />with their recommended changes to the preliminary plan; and <br />WHEREAS, City of Casselberry staff and GAI presented an updated preliminary <br />conceptual master plan to a special joint -meeting of the City Commission and Parks and Recreation <br />
