CASSELBERRY CITY COMMISSION <br />Minutes of March 28, 2022 — Regular Meeting <br />Page 8 of 14 <br />Decrease: <br />401-0754-533.46-00 Repair & Maintenance $10,000 <br />Recommendation: The City Manager and the Public Works Director recommended approval of the <br />agreement with Musco Sports Lighting, LLC for the Casselton Water Tower Lighting Project in the amount <br />of $49,500 by piggybacking Sourcewell Contract #071619 -MSL and related Budget Amendment #22-026. <br />L. Renaming and Reorganization of the Public Works Department <br />Introduction: Consideration for the approval of renaming of the Public Works Department to the Public <br />Works and Utilities Department, and reorganization of its Administration, Engineering, and Stormwater <br />Divisions is requested. <br />Discussion: To better communicate the broad and diverse nature of the Public Works Department, of which <br />the Water/Sewer Utility is a major component, staff is recommending the Department be renamed the <br />Public Works and Utilities Department. Further, especially as the Department anticipates undergoing a <br />transition in leadership in the coming months, staff is recommending changes to five (5) key positions in <br />the Department to better communicate roles, align key functions with expertise, and provide for improved <br />efficiency, effectiveness, and resiliency with the Department. The following is a summary of the proposed <br />changes: <br />1. Stormwater Division: Replace the Deputy Public Works Director/City Er,ginppr• rnncitinn (Pay <br />Grade 217) with a new Public Works Divisions Director position (Pay Grade 217). <br />2. Engineering Division: Replace the Assistant City Engineer position (Pay Grade 209) with a new <br />City Engineer position (Pay Grade 213). <br />3. Administration Division: Retitle the Public Works Director position (Pay Grade 304) to the Public <br />Works & Utilities Director (Pay Grade 304). <br />4. Administration Division: Retitle the Assistant Public Works Director/Utility Manager position <br />(Pay Grade 217) to the Utility Divisions Director (Pay Grade 217). <br />5. Administration Division: Replace the Management Analyst position (Pay Grade 138) with a new <br />Public Works & Utilities Business Analyst position (Pay Grade 143). <br />Budget Impact: There is no immediate Fiscal Year 2022 budget impact associated with this item, as <br />sufficient finding is available within the personal services accounts of the Administration, Engineering, <br />and Stormwater Divisions to cover anticipated additional costs associated with this item in the near term. <br />However, City staff will monitor expenditures as transitions take place and address budget concerns in the <br />future if the need arises. <br />Recommendation: The City Manager and the Public Works Director recommended approval of the <br />renaming of the Public Works Department to the Public Works and Utilities Department and reorganization <br />of its Administration, Engineering, and Stormwater Divisions. <br />
