CASSELBERRY CITY COMMISSION <br />Minutes of March 2, 2022 - Pre -Budget Planning Workshop <br />Page 8 of 9 <br />Police Department - training, including First Amendment training; range of BolaWrap and <br />benefits/drawbacks; recruiting and retention, and importance of improvements to working conditions; <br />equipment needs; comparison of retention efforts with other local law enforcement agencies; incentives, <br />sponsorship program and job competitiveness with other agencies. <br />Finance Department - benefits of the new AMI (Automated Metering Infrastructure), including increased <br />customer responsibility, reduction in customer complaints, quick resolution of issues due to better availability <br />of meter data, customer stop/start service requests, and project accounting. <br />Administrative Services Department —job name vs. job description and duties and how it differs from city <br />to city; comparisons of positions and salaries with other cities; ownership of data when utilizing cloud <br />services; FedRAMP (Federal Risk and Authorization Management Program) authorization. <br />Community Development Department — potential re -development of various sites in the City, including the <br />Sam's Club site; infrastructure improvements and re -development efforts of neighboring cities; EAR <br />(Evaluation and Appraisal Report) amendment process; State requirements relating to review of <br />Comprehensive Plan; potential for utilizing excess funds in the Building Permit Fund for City-wide records <br />storage facility and possible flex space. <br />Public Works Department —pursuing connectivity issue with Home Depot; potential for adding additional <br />RFB's (Rectangular Flashing Beacons) for traffic calming and options for lower-cost alternatives, including <br />pedestrian gateway treatments; potential need for dredging of canal between Middle Lake Triplet and North <br />Lake Triplet and possibility offiilidiijg finder i1GirSpcCiliC Capital prvjeCts lift GVGJ; CGneelilS about idkc <br />access and easement on Lake Kathryn; Park Drive wetland improvements; upcoming parks improvements; <br />CUP (Consumptive Use Permit), water capacity, and deepening wells to access the lower Floridan aquifer as <br />an additional water source; groundwater modeling; potential requirement for replacement of lead gooseneck <br />connections in water lines; and sampling of wastewater for tracking of increases and decreases in Covid in <br />partnership with Altamonte Springs. <br />City Clerk — importance of new position for City Hall lobby for greeting and directing customers as an <br />increased customer service measure; and City website refresh to make more user friendly and effective. <br />Further discussion ensued related to the unfunded initiatives presented by the Departments which included the <br />following: cost and benefits of the IA Pro Software for the Police Department; potential for reallocating <br />existing funds to cover some of the lower cost unfunded initiatives; Information Technology pros and cons of <br />hiring of new positions vs. utilizing outside contractors; extreme benefits of GIS (Geographic Information <br />System) in various areas, including Community Development Department and Public Works Departments; <br />economic development issues; size of space required for City-wide records storage and need for climate - <br />controlled facility; potential speed cushion pilot program for traffic calming; Park Drive wetlands, golf course <br />flooding and drainage improvements; potential of incentivizing homeowners on septic to connect to City <br />sewer; replacement of ground storage tank at Howell Park Water Treatment Plant; potential for adding third <br />floor to City Hall to accommodate records storage; potential of connecting the Public Works building with <br />City Hall to add space; and the importance of continuing to pursue permission from Seminole County to <br />utilize pipe bursting for replacement of utility lines in unincorporated areas. <br />Mr. Newlon expressed appreciation to all City staff who work every day to keep the City moving smoothly, <br />with special thanks to those who had taken part in preparation of the workshop presentations.
