CASSGLBERRY CITY COMMISSION <br />Minutes of October 25, 2021 — Regular Meeting <br />Page 8 of 15 <br />municipalities, counties, tribes and territories. <br />Distribution of Funds <br />o Funds have been distributed directly to each state, territorial, metropolitan city, county <br />and tribal government. <br />o Non -Entitlement Units (NEU's — cities under 50,000 in population) will receive $19.5 <br />billion from their state government. Casselberry is considered an NEU. <br />o Treasury expects to make payments to states for distribution to NEU's in two equal <br />tranches approximately twelve months apart. <br />Local Funding Allocation <br />o Casselberry's estimated allocation is $14,403,048. <br />o The initial distribution of $7,201,524 was received on September 29, 2021. <br />Reporting Requirements <br />o Non -Entitlement Units (NEU's) are required to provide a Project & Expenditure <br />Report by April 30, 2022 for the period between award and March 31, 2022. <br />o This report should include information on projects funded, expenditures, and contracts <br />and subawards over $50,000. <br />o Funds must be obligated (or encumbered) by December 31, 2024 and spent by <br />December 31, 2026. <br />Eligible Uses of Funding <br />o Support public health expenditures. <br />o Address negative economic impacts caused by the public health emergency. <br />o Replace lost public sector revenue. <br />o Provide premium pay for essential workers. <br />o Invest in water, stormwater, and sewer. <br />o Broadband infrastructure. <br />Ineligible Uses <br />o Funds are not eligible to reduce net tax revenue. <br />o Funding may not be used for contributions to a pension fund for the purpose of <br />reducing an accrued, unfunded liability. <br />o Funds are not eligible to be used for debt service, legal settlements or judgments, and <br />deposits to financial reservices. <br />Distribution of Funds <br />o States may not impose additional conditions or requirements on distributions to <br />NEU's, beyond those permitted by ARPA and Treasury's guidance. <br />o States are not allowed to offset any debt owed by the NEU against the NEU's <br />distribution. <br />o States may not provide funding to NEU's on a reimbursable basis. <br />City Allocation of Funds <br />o Casselberry is estimated to receive a total of $14.4 million <br />• $7,201,524 was received September 29, 2021. <br />■ Funds considered revenue recovery can be used broadly as funding represents <br />lost general revenue (approximately $3 million). <br />■ The remaining balance must be used for projects in eligible categories. <br />■ Interlocal Agreement with Seminole County is being discussed to provide City <br />contribution toward regional programs. <br />Allocation of Funds <br />o Support Public Health Response <br />
