CASSGLBERRY CITY COMMISSION <br />Minutes of August 23, 2021 — workshop <br />Page 2 of 3 <br />into law by the Governor in June of 2021, and which requires a demonstrated needs study <br />completed within the Last twelve (12) months justifying an increase in impact fees of more than <br />50%. Seminole County is proposing an increase in impact fees over 50% which is considered <br />"extraordinary circumstances" as it relates to impact fees, and the purpose of the two workshops <br />is to meet this state requirement. He then gave a brief presentation which included the following: <br />The City of Casselberry entered into a Fire and Emergency Medical Service <br />Interlocal Agreement with Seminole County in 2014 which allowed the City to <br />consolidate fire and emergency management medical services into the larger <br />Seminole County Fire Department. <br />In 2017 the City entered into a First Amendment to the Interlocal Agreement <br />which specifically addressed fire impact fees and through which the City agreed <br />that if the County ever updated its impact fee schedules specifically related to fire <br />impact fees, the City would follow suit as a partner. <br />- Two workshops are required by the new impact fee legislation and tonight's <br />workshop is the second and final one prior to staff bringing an impact fee <br />ordinance to the City Commission for first reading on September 13t11, with <br />second and final reading and adoption tentatively scheduled for October 11t1i <br />- A 2/3 majority vote in favor is required by Florida Statutes in order for local <br />governments to increase impact fees. <br />Mr. Bowley then introduced Seminole County Planning Director Rebecca Hammock who was <br />present at the workshop to address any specific questions the City Commission may have <br />regarding the proposed increase in impact fees. Mr. Newlon added that when the City agreed to <br />the amendment to the Interlocal Agreement with Seminole County to adopt impact fees, it was to <br />recognize that the fire services system that the City merged its system into is designed to serve <br />the entire County, including Casselberry; therefore, the City is relying on the County to establish <br />impact fees that are appropriate. <br />5. CITIZENS' COMMENTS <br />Mayor Henson announced persons that wished to make comment or make inquiry on any matter may <br />request to be recognized during Citizens' Comments. No one came forward. <br />6. ADJOURNMENT <br />Mayor Henson adjourned the Workshop at 5:06 p.m. <br />
