Park Overlay District and by Article XV, Offstreet Parking and Loading <br />Requirements, of the City's Unified Land Development Regulations. Where there is a <br />conflict between the two, the OPOD standards will apply. <br />P. Minimum lighting standards per the City's Unified Land Development Regulations <br />shall be included on a separate illumination plan to be provided at the time of site <br />plan submittal. <br />Q. Architectural controls and development on the Subject Property shall follow a <br />common architectural theme by harmoniously coordinating the general appearance of <br />all buildings and accessory structures in accordance with the following design <br />standards: <br />1. Overlay districts: Community Redevelopment District (CRD) and Oxford Park <br />Overlay District (OPOD) <br />2. Commercial design standards: Section 2-7.35 of the Unified Land Development <br />Regulations <br />R. Utility provision and dedication: The Owner shall connect to the City of <br />Casselberry's central utility systems at their sole cost and expense. Utility fees shall <br />be paid to the City of Casselberry before any building permit is issued. Central utility <br />systems are to be designed, permitted, and constructed to the City's specifications and <br />the appropriate portions should be dedicated to the City upon final inspection, <br />clearance, and acceptance by the City. <br />S. Stormwater arid environmental: The stormwater system shall be owned and <br />maintained by the property owner or their assigns and shall not be dedicated to or <br />become the responsibility of the City of Casselberry; however the City or any other <br />authority having jurisdiction will have the right to enter the Subject Property to <br />maintain the stormwater system if it falls into disrepair, and to lien the Subject <br />Property for the costs of said maintenance. All environmental permitting, mitigation, <br />and soil and erosion control for the Subject Property shall conform to all federal, <br />state, and local permits/requirements, shall be the sole responsibility of the Owner, <br />and shall be maintained in good condition/standing with the applicable permitting <br />authorities. Best Management Practices (BMP) and conformance to National <br />Pollutant Discharge Elimination System (NPDES) criteria are required. <br />T. Transportation, site access, and traffic devices: The Owner is responsible for all <br />transportation improvements within the Subject Property and any off-site <br />transportation requirements required as a result of the proposed development for site <br />function, that maintains or improves the level of service for area roadways, and <br />ensures the public health, safety, and welfare for the community. All permits shall be <br />obtained from appropriate permitting agencies prior to development. The City shall <br />not be responsible for the maintenance of any roads associated with the development <br />of the Subject Property. <br />7. Public Facilities/Land Dedication. None. <br />5 <br />
