C. Resolution 21-3264 - Three Party Escrow Agreement with Florida Department of <br />Transportation and Department of Financial Services to provide for Construction <br />Engineering and Inspection Services for the Sunset Drive Livable Street Improvements <br />Project <br />Approval of Resolution 21-3264 authorizing execution of a Three Party Escrow Agreement with the Florida Department <br />of Transportation and the Florida Department of Financial Services Division of Treasury to provide for construction <br />engineering and inspection services for the Sunset Drive Livable Streets (from Oxford Road to Button Road) Project is <br />requested. (Ref. ITB -2021-0719) <br />10. FIRST READING OF ORDINANCES <br />A. First Reading of Ordinance 21-1557 - Amending Chapter 94, Waterways <br />Approval of Ordinance 21-1557 on first reading to amend Chapter 94, Waterways, of the Code of Ordinances is <br />requested. <br />B. First Reading of Ordinance 21-1558 - Amending Chapter 2, Administration, Lien Reduction <br />Procedures <br />Approval of Ordinance 21-1558 on first reading amending Chapter 2, Administration, of the Code of Ordinances <br />modifying the procedure for lien reductions, is requested. <br />11. PUBLIC HEARINGS <br />The purpose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are not intended to be a <br />time for the public to obtain information about the subject matter of the hearing. (Hearing Sequence: 1st - Staff, 2nd - <br />Applicant/Requesting Party; 3rd - Public; 4th - opportunity for brief rebuttals, if appropriate; Final - City Commission motion, <br />discussion and action.) <br />A. Public Hearing: First Reading of Ordinance 21-1556 - Amending City of Casselberry Fire <br />and Rescue Impact Fees <br />Request for Approval of Ordinance 21-1556 Amending Fire and Rescue Impact Fees in Accordance with the Fire and <br />Emergency Medical Services Interlocal Agreement between Seminole County and the City of Casselberry. <br />B. Public Hearing: Resolution 21-3265 - Tentative Millage Rate and Voted Debt Millage Rate <br />for Fiscal Year 2021/2022 <br />Approval of Resolution 21-3265 for adoption of the "tentative" millage rate at 2.9990 mills and the voted debt millage <br />rate at 0.2251 mills for Fiscal Year 2021/2022 (FY 2022) is requested. <br />C. Public Hearing: Resolution 21-3266 - Tentative Operating Budget for Fiscal Year 2021-2022 <br />Approval of Resolution 21-3266 for adoption of the tentative budget for the Fiscal Year 2021-2022 (FY 2022) is <br />requested. The total City-wide budget requested is $79,313,102. <br />12. OTHER ITEMS <br />A. Site Plan Approval for the Grayson Square Townhomes (SPR 21-07) <br />Approval of the site plan for the Grayson Square Townhomes (SPR 21-07) located at 3110 Howell Branch Road is <br />requested. <br />13. CITIZENS' COMMENTS <br />Persons who wish to make comment or make inquiry on any matter NOT ON THIS AGENDA may do so at this time. Please raise <br />your hand and when recognized by the Mayor, come forward to the microphone, give your name and address and speak briefly on <br />the matter.
