CASSEL13ERRY CITY COMMISSION <br />Minutes of July 12, 2021 — Budget Workshop <br />Page 3 of 4 <br />CONSENSUS: City Commission consensus was to set the tentative millage rate at 2.9990 <br />mills. <br />The City Commission will set the tentative millage rate at the July 26, 2021 regular meeting. Once the <br />tentative millage rate is set, the City Commission may reduce the millage rate at the public hearings but <br />cannot exceed the tentative lnillage rate set at the July 26, 2021 meeting. The first public hearing for the <br />millage rate and budget for Fiscal Year 2022 is scheduled for September 13, 2021. The final public <br />hearing and adoption of the millage rate and budget for Fiscal Year 2022 is scheduled for September 27, <br />2021. <br />5. CITIZENS' COMMENTS <br />Mayor Henson announced persons that wished to make comment or make inquiry on the City's Proposed <br />Budget for Fiscal Year 2022 may request to be recognized during Citizens' Comments. The following <br />individual came forward: <br />Bill Hufford, 527 Queens Mirror Circle, complimented City staff on the thoroughness of <br />the budget process and expressed appreciation for the proactive approach to employee <br />salary increases, especially considering the mandate to reach the $15 minimum wage by <br />2026. He inquired about the econornic development evaluation that had been authorized <br />sometime last year and whether the funding for that was still available, as he felt it was <br />very important to maintain an emphasis on economic development in the City. <br />No one else calve forward. <br />Mr. Newlon briefly addressed the concerns expressed by Mr. Hufford about economic development, <br />advising that a draft Economic Development Plan had been prepared but due to the loss of the Economic <br />Developer Planner to a different position and the decision not to fund that position this year, and the need <br />to focus on the budget and other projects, it had not yet been fully addressed. He did note that part of the <br />plan was to try and reallocate funds to provide additional incentives for restaurants to come into the City <br />in addition to those incentives that are currently in place. He added that he would be working with staff <br />on further development of the Economic Development Plan which would be presented to the City <br />Commission at a future date. <br />6.
