RESOLUTION 674 <br />A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />AUTHORIZING THE EXECUTION OF AN INTERLOCAL <br />AGREEMENT WITH SEMINOLE COUNTY ON THE <br />COLLECTION OF LIBRARY IMPACT FEES; PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND EFFECTIVE DATE. <br />WHEREAS, there exists an interlocal agreement between the City of Casselberry and <br />Seminole County on the collection of county library impact fees; and <br />WHEREAS, the existing agreement requires the respective impact fees to be paid at the <br />time the building permit is issued; and <br />WHEREAS, the County is changing its requirements on the time frames in which the <br />impact fees shall be paid; and <br />WHEREAS, the City of Casselberry has agreed it will collect the fees at the time the <br />building permit is issued; and <br />WHEREAS, the City Commission of the City of Casselberry, Florida, finds interlocal <br />agreements effective tools for intergovernmental coordination and authorizes the Mayor to <br />execute the agreement with Seminole County. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF <br />THE CITY OF CASSELBERRY, FLORIDA AS FOLLOWS: <br />SECTION ONE. That pursuant to the request of Seminole County the City of <br />Casselberry shall collect impact fees at the time the building permit is issued, effective May 1, <br />1992. <br />SECTION TWO. The City Commission of the City of Casselberry authorize the Mayor <br />to execute the interlocal agreement with Seminole County. <br />SECTION THREE. Conflicts. All Resolutions or parts of Resolutions in conflict with <br />any of the provisions of this Resolution are hereby repealed. <br />SECTION FOUR. Severability. If any Section or portion of a Section of this <br />Resolution proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate <br />or impair the validity, force, or effect of any other Section or part of this Resolution. <br />SECTION FIVE. Effective Date. This Resolution shall become effective immediately <br />upon its passage and adoption. <br />
