10i ON ki 91112, NVIANO 01 <br />To: The Honorable Mayor and City Commissioners <br />Trona: Barbara Lipscomb, City Manager <br />late: December 14, 2009 <br />SubJect; Presentationand Discussion on StrealilliningCode Enforcement <br />13, A <br />fittroduction: A presentation on the ongoing efforts to streamline the Code tl?nforcenlen( process <br />will be given by Police Lieutenant Scott Pleasants, followed by Commission diSGLISSi011. <br />Background: The City Commission had previously directed staff to explore methods of <br />streamlining the code enforcement proccss. Upon review, it was determined that changes in <br />enforcement protocols and the City's current ordinance will be necessary to accomplish this. <br />Discussion: The number of days for compliance after a courtesy warning has been issued has <br />already been reduced from 10 to 5 days, This, as well as adoption of the foreclosure registration <br />program (Ordinance 09-1310), is expected to streamline the code enforcement process by 15-20 <br />days. It has also been determined that use of a Magistrate to conduct code enforcement hearings <br />twice a n1011th in lieu 01"01C Code Enforcement Board will further streamline the process all <br />additioul 15 days (approximately) as well as reduce costs, Current Code Enforcement Board <br />members would then handle nuisance abatement appeals, Ifthe City Commission wishes tai move <br />f'orward with a Magistrate for Code E nibrcement hearings, all ordinance would be prepared for <br />approval at a Commission meeting in January 2010. <br />A (tacit men ts: Presentation <br />
