CASSELBERRY CITY COMMISSION <br />Minutes of February 10, 2014 — Regular Meeting <br />Page S of 12 <br />the City Attorney would be making revisions to the ordinance language relating to exempt signs as it pertains <br />to flags. She advised that the majority of the text providing for exemptions had now been eliminated with the <br />exception of the language relating to works of art not being considered signs and therefore being exempt. In <br />response to questions from the Commission, Ms. Smith clarified that feather flags are not actually flags but are <br />in fact attention getting devices which would be allowed on a limited basis for grand opening events. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Ordinance 14-1404 on second and final reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 14-1404. The following <br />individual came forward: <br />Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to Ordinance 14-1404 citing his <br />belief that it was a violation of free speech to limit how people and businesses can speak and <br />advertise their businesses. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 14-1404. <br />MOTION: Vice Mayor Hufford moved to adopt Ordinance 14-1404 on second and <br />final reading, as presented. Motion was seconded by Commissioner <br />Solomon. Motioned carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />No items were scheduled on this agenda. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. <br />Mr. James Fraleigh, 23 Teresa Court, voiced concerns about various issues, including back <br />pay for City employees; possible Fire Department consolidation; his perception that the Police <br />Department was not doing a good job; his perception that some of the planned development in <br />the City and the two flyovers were a waste of taxpayers' money; and his perception that the <br />City's regulations on signage, and the Commission's interruption of speakers during audience <br />participation at meetings were violations of the Constitutional right to freedom of speech. <br />During Mr. Fraleigh's comments, Mayor Glancy cautioned him about his tone of voice, at which time <br />
