RESOLUTION 21-3242 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, TO BE KNOWN AS THE SOLID WASTE <br />RATE RESOLUTION, RELATING TO RESIDENTIAL SOLID WASTE <br />FEES AND CHARGES; ESTABLISHING FEES FOR COLLECTION OF <br />RESIDENTIAL SOLID WASTE COMMENCING OCTOBER 1, 2021; <br />PROVIDING FOR ANNUAL ADJUSTMENTS IN CHARGES <br />CORRESPONDING TO THE CURRENT TERM OF THE CONTRACTED <br />SOLID WASTE FRANCHISE AGENT AGREEMENT, WHICH IS SIX <br />YEARS; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE. <br />WHEREAS, City Code section 70-51 provides that solid waste collection rates are to be set <br />by resolution, and are to be reviewed periodically and adjusted based on available data such as <br />current cost paid to the contractor, administrative costs incurred by the City, and costs associated <br />with compliance with state, county and federal environmental regulations; and <br />WHEREAS, the City entered into a franchise agent agreement for residential collection <br />with Waste Pro of Florida, Inc., which expires December 31, 2027; and <br />WHEREAS, Ordinance 10-1311 constitutes the most recent changes to rates and charges <br />for residential solid waste collection and disposal services under the Franchise Agreement; and <br />WHEREAS, ,he City rust raise money through charges for services to pay for the <br />provision of said services and the operation of the Solid Waste Special Revenue Fund; and <br />WHEREAS, the City has not raised residential rates for over ten years, and finds, based on <br />staff reports, rate studies, budgetary projections and such other information, that it is in the best <br />interest of the City and the customers of the solid waste system to consider incremental increases in <br />residential rates and charges for solid waste collection to ensure that the rates adopted are fair and <br />equitable and in compliance with the mandates of the City Code. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION 1. Rates.
