Funds for the Code Enforcement Special Magistrate's invoice are available in FY 2021 Budget Account No. 001-0140-514.31-03. Recommendation: The City Manager and staff recommended approval of the legal services invoices as submitted. B. Resolution 21-3223 — Declaration of Official Intent to Reimburse for Certain Capital Expenditures "DECLARATION OF OFFICIAL INTENT OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, TO REIMBURSE ITSELF FOR CERTAIN CAPITAL EXPENDITURES BY INCURRING DEBT; PROVIDING FOR NOT TO EXCEED TWENTY- FOUR MILLION DOLLARS OF DEBT; PROVIDING THE NATURE OF PROJECT COSTS; AUTHORIZING INCIDENTAL ACTION; REPEAL OF PRIOR INCONSISTENT RESOLUTIONS; AND PROVIDING AN EFFECTIVE DATE." Introduction: Resolution 21-3223 provides for authorization of a Declaration of Official Intent of the City of Casselberry to reimburse itself for certain capital expenditures related to the cost of the parks and recreation improvements and facilities by incurring debt. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Finance Director recommended approval of Resolution 21- 3223. C. Resolution 21-3224 — Encroachment License Agreement for 644 Field Club Circle (SPR 21-02) "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING AND AUTHORIZING EXECUTION OF AN ENCROACHMENT LICENSE AGREEMENT TO ALLOW AN ACCESSORY STRUCTURE IN A 15 FOOT UTILITY AND DRAINAGE EASEMENT, AS RECORDED IN PLAT BOOK 50, PAGE 32 IN THE PUBLIC RECORDS OF SEMINOLE COUNTY, FLORIDA; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." Introduction: Resolution 21-3224 provides for an Encroachment License Agreement allowing an accessory structure to encroach in an easement at 644 Field Club Circle (SPR 21-02). Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended approval of Resolution 21-3224.
