CASSELBERRY CITY COMMISSION
Minutes of January 25, 2021 — Regular Meeting
Page i 1 of 15
No one else came forward.
Discussion: Discussion ensued regarding what the next steps should be in addressing the issue of a possible
independent investigation into the facts surrounding Vice Mayor Busch's comments on January 5, 2021
and whether or not there was any violation of the City's Code of Boardsmanship, which included: concerns
about the cost of such an investigation and the difficulties of obtaining a full and accurate copy of the video
from the event; the fact that the City Commission was limited in any action it could take under the City's
Charter and the Code of Boardsmanship; and concerns that any findings from a third party investigation
would not result in any sort of positive change for the City and would keep the City from healing and
moving forward. In response to questions from Commissioners Meadows and Albritton, Vice Mayor Busch
clarified that he had agreed to remove himself from his current committee appointments but was not willing
to resign his title of Vice Mayor.
Mayor Henson, Ms. Reischmann and Ms. Gardner clarified that the earlier motion which had passed was
to add an agenda item for discussion only about the possibility of having a third party appointed to conduct
an independent investigation.
Commissioner Meadows advised he would not make nor approve such a motion, but wanted to state for the
record that he felt Vice Mayor Busch had definitely made a mistake by not clearly stating that he was not
representing the City, which he felt was a violation of Item 8 of the Code of Boardsmanship.
Commissioner Aramendia agreed that there did not seem to be a resolution that could come from the
appointment of an independent party to investigate, in which case it would be a waste of the taxpayers'
money.
Mayor Henson asked if the Commission desired to take any further action on this issue; if not, he would
move on to the next agenda item.
MOTION: Commissioner Aramendia moved to approve a third -party investigation.
In response to requests for clarification on the motion, Commissioner Aramendia advised it had not been
his intention to move to proceed with approval of a third -party investigation.
Commissioner Aramendia withdrew the motion.
9. RESOLUTIONS
No items were presented for consideration on this agenda.
10. FIRST READING OF ORDINANCES
No items were presented for consideration on this agenda.
