DISCUSSION ITEMS A. Secret Lake Park 30% Design Plans Review Staff Presentation: City Manager Randy Newlon introduced Deputy Public Works Director/City Engineer Kelly Brock who gave a Powerpoint presentation on 30% design plans for Secret Lake Park, together with Mr. Cas Suvongse of SK Consortium, the firm assigned the final design for the park, which consisted of the following components: • Parks Planning & Bond Referendum Overview • Secret Lake Park o Key Elements o Cost Estimate Summary o Improvement Program & Conceptual Plan • Key Staff Recommendations (CC/PRAB Guidance Needed) • Questions & Discussion Discussion: Brief discussion ensued on various aspects of the project during the presentation which included the following: grant funding; planned trail connections; and cost estimate to be adjusted again at 60% design review; wetland impacts. In response to a question from Mr. Newlon, questions, Dr. Brock advised that at this point if all recommendations were approved, the City would be looking at an approximate net cost savings of just under $200,000 (approximately $275,000 in cuts and $75,000 in additions). Several of the Parks and Recreation Advisory Board members comments that the suggested changes to lighting and roofing would provide a more cohesive look to the park. In response to a question from Commissioner Meadows, Mr. Suvongse advised that a rough estimate of the cost to widen the entrance of the Recreation Center would be around $6,000 to $7,000. The City Commissioners all agreed that the consultants and staff had taken a well thought-out, common-sense approach to the proposed changes. MOTION: Parks and Recreation Advisory Board Member Icenhower moved to recommend approval of the nine key changes/updates recommended by staff after review of the 30% final design plans for Secret Lake Park by SK Consortium, Inc. to the City Commission, as presented. Motion was seconded by Parks and Recreation Advisory Board Chair Holmes. Motion carried unanimously by voice vote 4-0. MOTION: Commissioner Aramendia moved to approve the following nine key changes/updates recommended by staff after review of the 30% final design plans for Secret Lake Park by SK Consortium, Inc., as presented: Rebuild only the southern North Lake Triplet fishing pier and demolish the other;
