CASSELBERRY CITY COMMISSION <br />Minutes of November 16, 2020 — Regular Meeting <br />Page 10 of 22 <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 20- <br />3210 and related Budget Amendment #21-009. <br />Audience Participation: The following individuals came forward to address Resolution 20-3201 and <br />related Budget Amendment #21-009: <br />1. Ms. Rhonda Ovist, 220 South Embrey Drive, stated she felt the public had not been provided <br />sufficient information about the proposed project from the original concept to now, and she felt <br />the City should be more transparent about the details and funding of the project. She also <br />questioned why the Public Works compound had been allowed to reach such a state of disrepair <br />that it needed to be completely reconstructed. <br />Mayor Henson suggested that Ms. Ovist submit any questions she had to staff, and they would be happy to <br />get answers for her and also for any other residents who had concerns. <br />No one else came forward. <br />MOTION: Commissioner Albritton moved to defer action on Resolution 20-3210 and <br />related Budget Amendment #21-009 until the next regular City Commission <br />meeting on December 14, 2020. <br />Motion failed for lack of a second. <br />MOTION: Commissioner Busch moved to approve Resolution 20-3120 and related Budget <br />Amendment #21-009, as presented. Motion was seconded by Commissioner <br />Meadows. Motion carried by voice vote 4-1, Commissioner Albritton <br />dissenting. <br />10. FIRST READING OF ORDINANCES <br />A. Ordinance 20-1545 — Amending City Code Chapter 68 Roadway and Utility <br />Construction, Article IV, Communications Rights -of -Way <br />The City Clerk read Ordinance 20-1545 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO <br />COMMUNICATION FACILITIES; AMENDING CHAPTER 68, "ROADWAY AND UTILITY <br />CONSTRUCTION" OF THE CITY OF CASSELBERRY CODE OF ORDINANCES BY <br />AMENDING ARTICLE IV — "COMMUNICATIONS RIGHTS-OF-WAY" TO UPDATE THESE <br />SECTIONS IN ACCORDANCE WITH LEGISLATIVE CHANGES; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Staff Presentation: City Attorney Katie Reischmann stated that Ordinance 20-1545 amends Chapter 68, <br />Roadway and Utility Construction, Article IV, Communications Rights -of -Way of the Code of Ordinances. <br />She explained that the proposed changes in the City Code were to address legislative changes that had been <br />
