Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />December 11, 2019 <br />Page 2 <br />No disclosure of Ex Parte Communications was made by the Commissioners. <br />Fifth Item of Business: SP 19-05: Jacelys Place - Final Plat. A request to subdivide a single unaddressed <br />parcel along Slumber Lane (Parcel ID: 08-21-30.508.0100-0040) into two (2) lots. <br />Mr. Dean Fathelbab, Economic Development Planner, reviewed the information provided in his <br />memorandum dated December 11, 2019 to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab <br />said staff requests the Planning and Zoning Commission review SP 19-05, Jacelys Place, Final Plat and provide a <br />recommendation of approval to the City Commission. He said this recommendation is based upon the plat, <br />Attachment B, the findings of fact and conclusions of the staff report dated December 11, 2019, and the condition <br />outlined in the staff report. The condition of approval is: <br />1. The City Surveyor, City Engineer, Community Development Director, City Clerk, and City Mayor shall <br />execute the signature block prior to recording of the plat. <br />Mr. Henson asked the applicant to come forward. Mr. Jorge Rodriguez, 1000 Alberto Street, Longwood, <br />Florida came forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address SP 19-05. Mr. Hale made a motion that the Planning and Zoning <br />Commission reviewed SP 19-05, Jacelys Place, Final Plat and provide a recommendation of approval to the City <br />Commission based upon the findings of fact and conclusions of the staff report dated December 11, 2019, and the <br />condition of approval outlined in the staff report including Attachment A and B. Ms. Costello seconded the motion. <br />The motion passed unanimously by voice vote. <br />Sixth Item of Business: CU 19-19: 924 State Road 436. A conditional use request to allow the sale of beer <br />and wine (2COP) for onsite consumption at Reuben's Delicatessen. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated December 11, <br />2019 to the City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends the Planning <br />and Zoning Commission approve CU 19-19 for the sale of beer and wine (2COP) for Reuben's Delicatessen. He <br />said staffs recommendation is based on the staff report and the testimony and evidence presented. He said the <br />
