Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />November 13, 2019 <br />Page 3 <br />Mr. Bakalla asked for a motion to address CU 19-18. Ms. Campbell made a motion that the Planning and <br />Zoning Commission approve CU 19-18 to allow a fixed residential boat dock at 186 Northshore Circle based on the <br />findings of fact and conclusions of the staff report dated November 13, 2019, and the eight (8) conditions outlined in <br />the staff report including Attachments A & B. Ms. Costello seconded the motion. The motion passed unanimously by <br />voice vote. <br />Sixth Item of Business: LPA 17-16: Land Use Table (DISCUSSION ONLY)_A discussion only item related to <br />proposed changes to Section 2-5.3, Table 2-5.3, Land Use By District, and Section 5-21.2, Definition of <br />Terms. <br />Ms. Emily Hanna, Development Services Manager, reviewed the information provided in her memorandum <br />dated November 13, 2019 to the City of Casselberry Planning and Zoning Commission. Ms. Hanna said the reasons <br />for reviewing and updating the land use table are: <br />1. Modernizing by adding new and removing outdated uses. <br />2. Revise definitions for consistency and clarity. <br />3. Improve understanding and transparency. <br />4. Alignment with State legislation. <br />5. Reduce redundancies. <br />6. Correct errors. <br />She explained that this is the first of many land use discussions with the Planning and Zoning Commission. <br />Ms. Hanna reviewed the Land Use Table 2-5.3 for residential uses and community facilities for permitted, prohibited <br />and conditionally approved uses. A lengthy discussion ensued regarding land uses. The Planning and Zoning <br />Commission was in agreement with the proposed changes to the table that staff presented in the PowerPoint <br />Presentation. <br />The Planning and Zoning Commission requested staff do additional research on the following topics: <br />1. Definition of family <br />2. Churches — constructing columbarium regulations <br />3. Differences between Pre -k and preschool <br />The Planning and Zoning Commission suggested the following changes to the land use table: <br />1. Replace term "boat' with "watercraft" under pier, boat slips and docks. <br />2. Add conditional use for piers, boat slips and docks to the PMX-Mid and PMX-High zoning <br />districts. <br />
